As of October 13, 2023, the project is in the Design Phase. General Contractor bidding is anticipated to take place May through August 2024. Construction is slated to begin August 2024 and complete September 2026. *The previous solicitation is listed below for reference Pull Planning, Target Value Design, Continuous Estimating and Big Room Integration Events are some of the Lean tools and methods that are expected to be incorporated in the design process. Please read the Program Development Study and Instructions for Completing and Submitting an Application in the e-builder portal carefully. The scope of work includes, providing full renovation of the existing building and an addition to modernize the center and improve the function of the facility. New laboratories shall be provided and renovations made to existing laboratories for teaching and student research spaces that facilitate the use of high impact and other best teaching and learning practices to boost student learning. Classrooms are to retain a wide range of sizes and supplemental instructional areas provided. ADDITIONAL REQUIREMENTS OF SHORT-LISTED FIRMS: Short-listed firms will be permitted to tour the site on June 22, 2021. Interviews will be conducted with all short-listed firms on July 7, 2021. The short-listed professionals will be notified as to the time and location of the interviews. A "Detailed Proposal" will be requested from short-listed firms for this project. The following information will need to be provided by June 30, 2021: detailed resumes for key design and management personnel with references, key personnel must have experience leading or participating in Lean projects; the firm's approach to the project, including descriptions of tasks and scope of services, and an explanation of how the approach provides value to the Commonwealth; a detailed description from the firm's portfolio of a project using Lean tools and methods that illustrates the firm's ability to translate design intentions into a solution that meets the client's needs and expectations with client contact information; an organizational chart and detailed work plan, identifying key personnel roles and percent of time assigned to the project; visual examples of relevant projects completed by the lead design professional and key personnel, with contact information for references for these projects; an assessment of key project issues and risks to the project; identification of special investigations; a description of the firm's understanding of the LEAN processes described in the Program Development Study and how the firm has used these processes successfully on other projects, including references for the projects; a list of professional liability claims and/or legal actions within the last ten years and a non-binding fee proposal.
