The scope of work consists of construction of a new Transportation Security Administration (TSA) Security Screening Checkpoint Building and air-conditioning of existing TSA Checkpoint at Kahului Airport. Estimated construction cost is between $50,000,000 and $60,000,000. Minimum prevailing wages (basic hourly rate plus fringe benefits), as determined by the Director of Labor and Industrial Relations and published in wage rate schedules, shall be paid to the various classes of laborers and mechanics working on the job site. [§104-2(a), (b), Hawaii Revised Statutes (HRS)] If the Director of Labor determines that prevailing wages have increased during the performance of a public works contract, the rate of pay of laborers and mechanics shall be raised accordingly. [§104-2(a) and (b), HRS §12-22-3(d) Hawaii Administrative Rules (HAR)]. The State reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public. A valid surety bid bond, underwritten by a company licensed to issue bonds in the State of Hawaii; or (3) A certificate of deposit; credit union share certificate; or cashier’s, treasurers, tellers, or official check drawn by or a certified check accepted by a bank, savings institution, or credit union insured by the Federal Deposit Insurance Corporation (FDIC) or the National Credit Union Administration (NCUA) and payable at sight or unconditionally assigned to the Department. Estimated construction cost is between $50,000,000 and $60,000,000. *The value for this project is based on a financial range.
