Sealed Proposals will be received by the Borough of Green Tree (located at 10 West Manilla Avenue, Pittsburgh, PA 15220) for the following: Lane-Use Control System Upgrades on Greentree Road The removal and replacement of the Reversible Lane-Use Control System equipment along S.R. 0121 (Greentree Road) from its intersection with Carnahan Road to its intersection with McKinney Lane. The Bid Award will be based on the lowest Base Bid amount. All bidders must be PennDOT pre-qualified as prime contractors and meet the work classification code of P, R and R1. A true and correct copy of a current "Prequalification Certificate", Form CS-4308 issued by the Commonwealth of Pennsylvania, Department of Transportation, must be affixed to the outside of the sealed bid proposal. Any bid submitted without the prequalification certificate affixed to the outside of the sealed bid proposal will be rejected without being opened. All bidders must also have at least one employee certified under the American Traffic Safety Services Association as a Traffic Control Supervisor, and shall have a certified Traffic Control Technician on-site to set up and maintain the traffic control devices for the work zone. The Proposals must be made to the Borough of Green Tree, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Owner will award the contract to the lowest responsible bidder based on the Base Bid amount submitted. However, the bidder is advised that the Owner expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal.
