Although it received an A-1 rating in the FY20 CIP, the total cost for this project was under estimated. NFR currently spends money out of the budget making patch repairs to the roofing system in an effort to minimize water leaks. The building has a flat roof system, so the winter / spring weather is problematic due to the snow load and resulting melt, which results in ponding and eventually leaks. We find ourselves chasing our tail, fixing one leak only to have another appear. The current roof is a rubber membrane roof system that was installed 20 + years ago. The roof is a flat roof that covers the firehouse quarters, office areas, as well as two bays of our mechanical division shop area. The roof is made up of four separate roof areas, at four different levels. Since 2014, we have been patching leaks as they appeared. Currently, this roof replacement has been put off, due to funding for other city priorities. Our maintenance budget has been level funded over the last several years and cannot fund the cost of replacement. A new roofing system would have a 40-year rubber membrane warranty, and deliver a minimum 25-year life expectancy. Replacing the roof, would enhance the energy efficiency of the building as well as protect the assets inside. The pricing includes a 10% contingency for anticipated increased material costs. As of September 25, 2024, this project is included in the city's 2024 Capital Improvement Program (CIP). Further information regarding a design firm or timeline for construction has not been established yet. *Project information has been obtained through a public capital improvement plan (CIP).
