1.1. Summary The County of Greenville is seeking sealed proposals from General Contractors to provide and install flooring at the Animal Care Services facilities located at 328 Furman Hall Road, Greenville, SC 29609. Greenville County Animal Care (GCAC), the largest open-admission shelter in South Carolina, is inviting proposals from qualified contractors to supply and install durable, high-quality flooring in designated areas of the shelter. With an annual intake of 8,000-10,000 animals and the rigorous demands of daily operations, the new flooring must be resilient, easy to maintain, and safe for both animals and staff. The goal of this project is to enhance the shelter's functionality while improving the health and safety of both animals and personnel. This will involve replacing existing flooring--currently a mix of sealed concrete, VCT tile, ceramic tile, and epoxy-coated concrete--with a material that is moisture-resistant, scratch-resistant, and capable of withstanding frequent cleaning using accelerated hydrogen peroxide, stiff-bristle brushes, water hoses, and squeegees. The new flooring should also contribute to the facility's overall aesthetic. The project will be executed in two phases to ensure minimal disruption and allow public services to continue uninterrupted. Contractors with experience in animal care or shelter environments are strongly encouraged to submit proposals. 1.2. Background As a critical resource for the community, GCAC operates under the mission of providing compassionate care while pursuing lifesaving outcomes for as many animals as possible. This includes handling a variety of animals, from strays and surrenders to those requiring special medical or behavioral attention. The facility's flooring plays a key role in maintaining a clean, safe, and efficient environment. Currently, the shelter faces significant challenges due to the wear and tear on its existing flooring, which consists of a combination of sealed concrete, VCT tile, ceramic tile, and epoxy-painted concrete. These materials are no longer able to meet the rigorous demands of the shelter's operations. The current flooring shows visible wear, including scratches, cracks, and areas where moisture has seeped in, leading to safety and health concerns for both animals and staff. By installing new, high-performance flooring, GCAC aims to address these issues and ensure the facility remains functional, safe, and aesthetically pleasing. The ideal solution will significantly improve cleaning efficiency, help prevent the spread of disease, and create a safer, more comfortable environment for animals awaiting adoption. General Information The County of Greenville is seeking sealed proposals from General Contractors to provide and install flooring at the Animal Care Services facility located at 328 Furman Hall Road, Greenville, SC 29609. Tha Animal Care facility consists of two buildings; Building 1 for Animal Adoptions, and Building 2 for Animal Receiving. To ensure minimal disruption, the project will be executed in two phases with building 1 as the first phase and building 2 being the second phase. 3.2. Site Assessment and Preparation The selected contractor will be required to perform a thorough assessment of the designated areas to evaluate the current condition of the existing flooring, subfloors, and overall site readiness. This includes: Inspecting all surfaces where new flooring will be installed. Identifying any subfloor preparation required to ensure the long-term durability and performance of the new flooring. Preparing the site for installation, including the removal and proper disposal of existing materials, if necessary. Moisture testing will be conducted where needed to ensure proper adhesion. The contractor is responsible for ensuring the site is adequately prepared to minimize delays during installation. 3.3. Flooring Material Requirements The contractor will provide and install flooring materials that meet the following specifications: Durability: Flooring must be capable of withstanding high-traffic areas, daily cleaning with harsh chemicals, and the wear caused by animal claws, carts, movement of floor crates, water, and cleaning equipment. Moisture Resistance: The flooring must be impermeable to moisture, ensuring that spills, urine, and other liquids do not seep through and damage the underlying structure. Scratch and Stain Resistance: The material must resist scratches from claws and equipment, and must not easily stain from animal waste or cleaning chemicals. Easy Maintenance: Flooring must be easy to clean, withstand the use of accelerated hydrogen peroxide, stiff-bristle brushes, water hoses, and squeegees without showing significant wear or damage. Noise Reduction: The flooring material should provide sound-dampening properties to reduce noise within the shelter, particularly in high-traffic and kennel areas. 3.4. Health and Safety Compliance The contractor must ensure that the flooring installation process complies with all relevant health and safety regulations. This includes: Properly securing the installation area to prevent access by animals or staff during construction. Using materials that are non-toxic and safe for both animals and humans. Adhering to protocols for noise, dust, and debris control to minimize the impact on shelter operations and animal welfare. In addition, the contractor is responsible for ensuring that all necessary safety measures are in place for their workers and shelter staff during the installation process. 3.5. Permits and Inspections The contractor will be responsible for obtaining all necessary permits and scheduling any required inspections before, during, and after the project's completion. This includes coordinating with local authorities to ensure that the work complies with building codes, safety standards, and any other applicable regulations. All permits and inspection fees will be covered by the contractor as part of their proposal. 3.6. Warranty and Post-Installation Support The contractor must provide a comprehensive warranty covering both materials and workmanship. The warranty should address product defects as well as installation-related issues, including lifting, cracking, or moisture penetration. Contractors should specify the duration of the warranty for both materials and installation in their proposals. Additionally, the contractor is expected to provide a maintenance guide and schedule to ensure the flooring maintains its quality and durability over time. Post-installation support, including repair services during the warranty period, should also be outlined in the proposal. 3.7. Project Timeline and Milestones The project must be completed within the designated timeframe to minimize disruptions to shelter operations. The ideal time for this project is the months of January and February 2025. During these months, the shelter typically experiences a lower volume of incoming animals, which will allow for a smoother installation process and reduce the impact on daily operations, animal housing, and public services. Key milestones include: Initial site assessment and preparation Phase 1 installation Phase 2 installation (if applicable) Final inspection and approval Completing the project during this period is critical to ensure the shelter can accommodate a higher intake of animals in the busier spring and summer months. Contractors are expected to provide a detailed project schedule that aligns with this timeline, including estimated start and completion dates for each phase of the installation. Any delays must be communicated in advance and approved by shelter management to avoid potential operational challenges during busier seasons. 3.8. Clean Up and Site Restoration Upon completion of each phase of the installation, the contractor is responsible for cleaning the work area and restoring the site to its original condition. This includes: Removing all debris, old flooring materials, and equipment from the shelter grounds. Ensuring that the new flooring is cleaned and ready for immediate use. Inspecting the site with shelter management to confirm that the area meets the project's quality standards. Any damages caused by the installation process must be repaired by the contractor at no additional cost to the shelter.
