The project generally consists of extending the existing eight-inch (8") PVC SDR-26 sewer main 493 feet eastward along Elizabeth Avenue (State Route 2016), two 4' diameter Manholes, 8 feet of six-inch (6") PVC SDR-26 sewer lateral, 518 feet of four-inch (4") PVC SDR-35 sewer main, 25 feet of eight-inch (8") PVC C-900 Water Main extension within Elizabeth Avenue, 143 feet of eight-inch (8") PVC C-900 Water Main along Elizabeth Avenue, and 410 feet of two-inch (2") Municipex Water Building service pipe. Question Deadline 10/04/2024 at 12:00 PM ET Location : online portal . All bidders must submit bid security in the amount of ten percent [10%]. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the Nondiscrimination/Sexual Harassment Clause as required by the Commonwealth of Pennsylvania and the Commonwealth Financing Authority. The successful BIDDER will be required to execute the Agreement and to furnish a "Performance Bond" and a "Payment Bond" all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents. The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. 951-963, shall apply to each Contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification's must be submitted by the Bidder and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the bid. BIDDERS should refer to provisions of federal and state statutes, rules, and regulations dealing with the prevention of environment pollution and the preservation of public, natural resources that affect the project. Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. The Project is being funded in part by a COVID-19 ARPA PA Small Water and Sewer Program Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA) and the Successful Bidder shall comply with all conditions of the grant as set forth in the Contract Documents. The Laureldale Borough reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Laureldale Borough and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement and the Certificates of Insurance.
