The Port of Bellingham (Port) is soliciting responses from qualified environmental consulting firms to provide on-going support to the Port for its Washington State Department of Ecology (Ecology) NPDES Industrial Stormwater General Permits (ISGP) and Western Washington Phase II Municipal Stormwater Permit (Phase II). The initial contract term for this work is November 1, 2024 through December 31, 2025. The scope of work may span multiple years subject to Commission approval and future budget appropriations. The Port currently holds two ISGPs (Bellingham International Airport and Bellingham Shipping Terminal) and manages 1,770 acres of property under the Western Washington Phase II Municipal Stormwater Permit as a secondary permittee. Port operations include the Bellingham Cruise Terminal, Squalicum Harbor and Blaine Harbor marinas, Port maintenance shop, Bellingham Shipping Terminal, the Bellingham International Airport, and leasing of real estate holdings under various zoning types. Port tenants include marine industrial manufacturing, boat yards, cold storage, seafood processing, light industrial, restaurants, and commercial/office space. The scope of work shall include the following: NPDES ISGP compliance support for current ISGP issued to the Port for the two facilities and future Ecology reissued ISGPs for Port and tenant operations on Port property. Support may include but is not limited to stormwater sampling/monitoring, SWPPP manual review/update, agency coordination, permit interpretation, employee training, facility inspections, corrective action response, and assistance with permit submittals. NPDES Phase II permit compliance support for the current and reissued Ecology Phase II permit for Port and tenant operations on Port property. Support may include but is not limited to assistance with permit submittals, O & M manual review/update, permit interpretation, employee training, developing stormwater outreach materials, and review/development of other permit required manuals/materials. Stormwater utility GIS mapping support. General stormwater regulation support that could include but is not limited to regulation review, permitting strategies, field support and engineering upon request. Responses should address the following criteria, which will be used to evaluate all firms: 1. Professional Qualifications and Experience - NPDES ISGP Compliance (40 points) Direct experience/involvement with Ecology and/or permittees during development/reissuance of the ISGP. Experience updating ISGP SWPPPs to meet permit requirements. Experience providing ISGP-related engineering and design to include corrective action responses. Similar examples of consultant support provided in the last 5 years demonstrating thorough knowledge of ISGP compliance and successful outcomes. Number of existing clients requiring similar services. 2. Professional Qualifications and Experience - NPDES Phase II Permit Compliance (30 points) Experience consulting for permittees on stormwater program updates related to permit re-issuance. Similar examples of consultant support provided in the last 5 years demonstrating thorough knowledge of Phase II municipal stormwater permit compliance and successful outcomes. Experience providing GIS data and mapping support to municipal stormwater permittee clients including assistance supporting web-based GIS applications such as those available in AGO or Portal. Projects featuring municipal stormwater permit-related engineering and design. Number of existing clients requiring similar services. 3. Description of Approach (20 points) Organizational chart with proposed project team and responsibilities. Detailed narrative describing approach to Phase II and ISGP NPDES stormwater permit support including identifying necessary reviews. 4. Demonstrated Capability to Perform Required Services (10 points) Key assigned personnel, professional background, related regulation committees/organizations, and availability. Client list, including 3 references.
