GENERAL Pursuant to the General Statutes of North Carolina informal bids, subject to the conditions and specifications herein, are invited for the paving of the Etowah Park basketball and pickleball courts. Deadline for Questions 5:00 PM September 26, 2024. Any and all questions, concerns, request for additional information, and alternate product considerations shall be directed to the Henderson County Finance Department to the attention of the Purchasing Agent: Doug Guffey hcpurchasing@hendersoncountync.gov. The County reserves the right to request pricing on optional equipment or services along with the pricing for the main or primary product or items when applicable. At the discretion of the County, some or all of the options requested may or may not be added and purchased based upon necessity and the availability of budgeted funds. The bid award will be made to the lowest, responsive, responsible bidder for the main or primary product or services on the Bid Form. Pricing for any additional options will be requested in a separate section of the bid and will not be included in the determination of the bid award. 1. Paving a) Clear the repair area of loose debris, dirt, and loose asphalt. Remove the soil and any vegetation from the asphalt cracks. b) Shall pressure wash the asphalt surface. c) Area shall be completely clear and dry before proceeding with the repair. d) Shall use a saw or cold chisel to cut straight edges around the repair area. e) Shall remove any loose asphalt from around the damaged area before proceeding with the repair. f) Petromat(R) shall be applied to the entire surface g) The hot mix asphalt layer shall be applied minimum 2" - 1.5" compacted h) An asphalt binder or emulsion (tack coat) shall be applied to the entire surface of the clean, dry, and squared-off area. i) Shall pour and spread the hot mix asphalt onto the prepared area j) Asphalt mix shall be S9.5c or equivalent k) Asphalt shall be applied 2 inches thick minimum l) Asphalt shall be minimum 1.5 inches compacted m) Shall compact the hot asphalt with a vibratory roller or vibratory plate compactor. 2. Top Acrylic Coating a) Shall apply 2 coats of black resurfacer b) Shall apply 2 coats of color. Color to be determined by Henderson County c) Striping of two pickleball courts d) Striping of two basketball courts III. Installation 1. Work cannot be performed on Saturday or Sunday without approval from the Parks & Recreation Director. 2. Bidder shall provide a turnkey project inclusive of all labor, materials, supervision, disposal fees, permits, inspections, taxes as applicable. 3. Install all materials and equipment in accordance with manufacturer's instructions and warranty requirements. 4. Contractor must submit a timeline for the beginning and completion of the project. 5. Contractor is to obtain and pay for all required permits and inspections. Any deficiencies found in the installation or materials used in the installation which prevents receiving a green tag from inspectors or issues found during the final walkthrough with County representatives will be the Contractors responsibility and expense to correct. 6. Cleanup of all affected work areas shall be completed daily.
