The scope of work includes landscape and hardscape improvements at the main entrance of City Hall. Commodity Code 98852 Landscaping 98836 Grounds Maintenance Questions Deadline October 9, 2024 If any prospective bidder has questions about the specifications or other solicitation documents, the prospective bidder should contact the Purchasing Agent whose name appears on the face of the solicitation no later than seven days before the due date. Procurement Officer Patricia Innocenti patricia.innocenti@fairfaxva.gov Questions will be received by the City during the meeting and an addendum will be posted on the Commonwealth of Virginia website. The City of Fairfax ("City" or "Owner") is soliciting competitive bids from licensed, qualified firms to provide landscape and hardscape improvements at the main entrance of City Hall. The landscape area will be expanded around the entrance and the steps leading to Armstrong Street. The hardscape work includes demolition and replacing concrete steps from main entrance to Armstrong Street and associated features such as handrails, irrigation, lighting and rain gardens. It also includes the demolition, disposal and replacing portions of the existing sidewalk and curb/gutter (and associate fire lane painting) looping around the front of City Hall. The awarded Contractor shall provide all necessary labor, supervision, equipment, tools, material, transportation and resources necessary to complete the described Work in accordance with the Contract Documents. Third party material testing and special inspections will be provided by the owner. The term of the contract shall be 120 days from the notice to proceed. The contractor shall achieve substantial completion by the end of this period. All bids submitted shall be binding for sixty (60) calendar days following the bid opening date, unless extended by mutual consent of both parties. All references to the Owner shall be interpreted to mean the City of Fairfax, Virginia. The Contractor shall achieve Substantial Completion on or before 120 days after receiving the Notice to Proceed. Unless otherwise specified, the Contractor shall achieve Final Completion within thirty (30) days after Substantial Completion. A fully completed and properly executed original Bid Bond, cashier's check, certified check, money order, or cash escrow in the amount of five percent (5%) of the amount of the bid made payable to the Treasurer of the City shall accompany each bid. Bid Surety may be retained until after the award to the successful bidder is made. The Bid Surety of the successful bidder shall be retained until completion of the Contract or the posting of a Performance Bond, whichever occurs sooner. A bid submitted without a bid surety, or with a bid surety in an amount less than the required amount, shall be rejected. The attached form shall be utilized for submission of bid bonds. The City reserves the right to waive minor defects or variations from the exact requirements of the solicitation in a bid insofar as those defects or variations do not affect the price, quality, quantity, or delivery schedule of the Work being procured. If insufficient information is submitted for the City to properly evaluate the bid by a bidder, the City reserves the right to require such additional information as it may deem necessary after the bid opening time and date, provided that the information requested does not change the price, quality, quantity, or delivery schedule for the Work being procured.
