The City of Norwich is requesting a proposal from vendors to remove and replace four (4) overhead doors, associated hardware and door operators at the Laurel Hill Fire Station; all doors to include new track operators and incidental hardware. The selected vendor will need to submit and cover fees for any required permits to complete the work. The selected vendor will work with the Fire Chief as needed. Services to be performed include the furnishing of all labor, materials, tools, equipment, supplies, services, tasks and incidental and customary work necessary to competently perform installation. Background: The Laurel Hill Volunteer Fire Department is one of six Fire Departments serving the City of Norwich. The Station is located at 509 Laurel Hill Rd.(Route 12)in Norwich, CT. Scope of Work: The scope of work shall include the following: o Remove the four(4) overhead garage doors and properly dispose. o Remove the four (4) overhead door operators. o Remove the associated hardware, door tracks, track supports, and incidental items. o Replace four (4) overhead garage doors to with new heavy duty industrial duty galvanized steel tracks and hardware, operators, and incidental hardware and related components. o Rollers shall be steel ball bearing designed for high cycle. o Doors shall have torsion spring counter balance assembly with vinyl perimeter weather seals. o Four (4) new doors shall come with a final coat of paint. o Bidder shall be responsible for all correct measurements. o Replacement of door operators shall include four (4) remotes per door replaced, all wiring and electrical components, and permits as required by the Building Department. o Connect the new door operators to the existing electrical supply, for a complete and functional "turn-key" complete system. o Shall have safety eye sensors installed for safe operation at each door. o Shall have Red/Green Light (indicate when a commercial door reachesthe open position). o Shall be responsible for installation and making of all connectionsfor each overhead door to be safe and operable. o Work will need to be coordinated with the Fire Station, so operations are not affected. Access to the fire trucks and associated apparatus is to be provided at all times during the course of the contract. o Submit all required plans, shop drawings, and any other required documents to the City of Norwich's Building Department, to include in the application for permit. Permit shall be paid for by the awarded bidder. o Workplace shall be kept clean through the duration of the project. Haul old overhead doors and relating parts off site. o Working hours of the Fire Station: 7:00am to 5:00pm o Verification of correct and safe operation will need to be done by the Facilities, Public Works, and Fire staff before signing off. Bond Requirements For all contracts in excess of $25,000.00, the awarded contract shall provide the City with the following bonds in the minimum amounts specified herein. a. Labor and Materials Bond in the amount equal to 100% of the Total Proposal Price guaranteeing to the City payments for all labor, materials and equipment utilized in the completion of the work under this contract in the amount of the contract award. b. Performance Bond in the amount equal to 100% of the Total Proposal Price guaranteeing to the City the completion of the Contract. Acceptance/Rejection of Proposals The City may reject proposals which are incomplete, conditional, obscure, contain additions not called for, erasures or corrections not initialed, or which contain alterations or irregularities of any kind. The City may rightfully waive informalities. Determination of the best interest of the City shall include consideration of active or pending civil litigation between the City and any firm (or its subcontractors or suppliers) submitting a proposal to the City. Withdrawal of Proposal Submitted Any bid may be withdrawn prior to the designated date and time for receipt of proposals. Proposals may be withdrawn ninety (90) days after the opening if no award has been made by the City. If the City does not award a contract within ninety (90) days after the opening, all proposals will be null and void, except this time may be extended by mutual agreement of the City and the selected vendor. Award Execution The firm whose proposal is accepted will be issued a "Notice of Award." The Vendor will be required to execute the "Notice of Award," and provide a certificate of insurance that meets the requirements in section 15 of the Standard Bid Contract Terms and Conditions, within ten working days from the date the Notice of Award is issued. All final awards of the bid shall be in compliance with the City of Norwich Code of Ordinances 7-46 - Delinquent Tax Setoff Against Money Due Bidder or Contractor. The City of Norwich reserves the right to reject and all bids, in whole or in part, to waive minor irregularities in the bidding and to award the bid to other than the low bidder if deemed in the best interest of the City Responding bidders must ensure that employees and applicants for employment are not discriminated against because of their race, color, religious creed, age, marital status, national origin, ancestry, sex, gender identity or expression, intellectual disability, mental disability or physical disability, including, but not limited to blindness, unless it is shown by such bidder that such disability prevents performance of the work involved.
