soliciting proposals to provide cleanup and litter abatement coverage, including homeless encampment cleanup, to the City of Sacramento. The contracted agency will be responsible for providing a dumping account, reimbursable by the City, for these services. This RFP solicits proposals from businesses to provide cleanup, litter abatement and dump services involving homeless encampments in each Council District and throughout the City of Sacramento. The City seeks a Contractor that will provide the following services: As scheduled and directed by DCR, furnish work crews (as described in section A. Staffing), including, but not limited to; at least two front loader/claw machines, garbage refuse trucks, several pickup trucks and walled trailers (as deemed necessary), all safety equipment, tools and supplies relevant to large cleanup efforts, trash bags, gloves, and cell phones to perform services under this agreement. Service locations shall be specified by the City 311 system and at the discretion of DCR representatives. All debris shall be removed. Contractor is responsible for hauling and disposal of the debris at the North Area Recovery Station (NARS), 4450 Roseville Road. The selected contractor will be reimbursed for costs incurred while dumping items specific to DCR agreement, and only for costs incurred under DCR agreement. This model is a collaboration with the Sacramento Police Department, the Sacramento Fire Department, the Community Development Department, the Youth, Parks, and Community Enrichment Department, and other contracted providers, forming the Incident Management Team. Trash cleanup is part of the contracted providers, providing service to large scale encampment cleanup coordination. The chosen contractor must be willing to work with a different DCR partners and coordinate teams effectively and efficiently. Last year, DCR received about 51,000 calls for service and of these calls, over 17,000 were specifically related to trash cleanup, with an average response time of 18 hours from call opened to call closed. 10,938,524 pounds of trash was collected and disposed of.
