The Work shall be completed under one (1) contract consisting of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following Construction Contract: CONTRACT NO. 1 - Plymouth Zachary WTP Enhancements The City of Plymouth, Minnesota (Owner) owns and operates the Zachary Water Treatment Plant (WTP) with an approximate maximum capacity of 17 million of gallons per day (MGD). The Project will generally consist of the addition of plate settler equipment to the current Zachary WTP to improve backwash reclaim operations as well as numerous HVAC and electrical upgrades throughout the existing WTP. The Project generally consists of the following primary components: A. Plate Settler Facility: Construction of a new 45-ft by 48.5-ft precast concrete, two (2) level plate settler facility. Foundation consisting of the structural components as indicated in the Drawings. Main level to contain two (2) plate settler clarifiers, pumps to allow sludge waste and recirculation, a chemical storage and feed system, ductile iron process piping, fittings, valves, flow monitoring devices, and appurtenances. Upper level consisting of a mezzanine system containing two (2) metal service platforms to access the plate settler equipment. Installation of platform mechanism required to connect the plate settler building with the existing Zachary WTP Filter Bank C areas. Extension of the existing heating water system to new hydronic unit heaters to support the new plate settler facility. Dehumidification system consisting of portable refrigerant type dehumidifiers throughout the plate settler facility. Construction shall also include additional plumbing, mechanical, HVAC systems, and electrical equipment and construction necessary to serve the plate setter facility. B. Backwash Reclaim Enhancements: Removal of two (2) existing reclaim pumps and process piping to the limits shown in the Drawings. Installation of two (2) new reclaim pumps, process piping, fittings, and appurtenances in the existing reclaim pump areas and backwash reclaim tanks. C. Other Miscellaneous Process Enhancements: Demolition, removal, and disposal of existing polymer feed equipment. D. HVAC Upgrades: Replacement of the existing dry-cooler, water-to-water heat pumps, and water-to-air heat pumps. New HVAC Building Automation System (BAS) improvements including replacement of existing actuators and integrating all new equipment and existing equipment on the current BAS to the new BAS that is compatible with the City-wide system. Electrical upgrades necessary to incorporate the new HVAC equipment at the Zachary WTP. E. Site Work: Work shall also include all construction required outside of the physical building structures or facilities including but not limited to plate settler influent piping, plate settler effluent piping, stormwater piping, other site utilities, site grading, retaining walls, site stormwater components, site driveways and paving, site electrical components, tree removal, and landscape improvements associated with the facilities and overall site. F. Other miscellaneous improvements as indicated in the Contract Documents. Each proposal must have with it a bid bond payable to the City of Plymouth in the amount of five (5) percent of the bid as a guarantee the Bidder will enter a contract with the City of Plymouth in accordance with the terms of the bid, in case the Bidder is awarded the contract. Only bids that are accompanied by such bond will be considered. No Bid will be read or considered which does not fully comply with the above provisions. The City of Plymouth reserves the right to reject any or all bids, to waive irregularities and informalities therein and to award the contract in the best interests of the City.
