Scope of Work: The work on this project will include but is not limited to removal and replacement of approx. 400 lf of existing 10" terra cotta sewer main along with 3 manholes, pavement trench restoration, concrete curb and sidewalk replacement. A portion of the project is located in a grass lawn area. All areas disturbed will be graded, top soiled, seeded and mulched to original conditions. By-Pass pumping will be needed. Submit all questions about the Drawings and Project Specification to the Architect in writing. Replies will be issued to all bidders of record as Addenda to the Drawings and Project Specifications and will become part of the Contract. The Architect WILL NOT BE RESPONSIBLE FOR ORAL CLARIFICATION. Questions received less than Seven (7) working days before the bid opening will not be answered. Bidders' proposals must be accompanied by a certified check, certified bank treasurer's check, bank cashiers check or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the City of Carbondale. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
