Scope of work includes: This is an Overaa project. Interested parties may reach out to Overaa Construction directly for access to the bid documents. We are requesting budgets based on the DSA Backcheck bid documents. Building “A” was built in 1922 and it was reconstructed in 1935 to comply with the Field Act. The two stories structure includes administration office spaces, classrooms, auditorium with balcony level and La Clinica health clinic. Total area is 78,336 SF. Alterations to Building “A” shall include but not limited to voluntary seismic upgrades, reroofing, enlarging existing classrooms, new heating and ventilation system, main office renovation, new entry ramp, ADA parking stalls, modifications of existing fire sprinkler system, fire alarm, intrusion alarm, clock/bell/PA and data/network systems. Includes new 3000Amp switchgear equipment to replace existing switchgear and new PG&E transformer pad. Scope also includes restoring playground to original conditions after portables are removed including removal of temporary utilities serving portables, new garden, asphalt paving, restoring artificial turf field, bioretention swales, restriping and new landscaping. Renovation of Building “A” will be completed in two phases by splitting Building “A” in two halves: One half will vacate (in phase 1) to portable interim housing while the other half remains occupied for academic learning. When construction in phase 1 is completed, the second half will vacate (phase 2) to portable interim housing while phase 1 re-occupies for academic learning. The health clinic will remain occupied during both phases. Construction Schedule: start 9/2024 and finish 7/31/2027 (approx. 3 years) There is a PLA on this project. SLBE Oakland participation is encouraged for this project. Value engineering ideas are encouraged and to be submitted with proposals. Constructability review ideas are encouraged. Location 1926 East 19th Street, Oakland, CA 94606 Amount $63M LBE and SLBE Oakland participation is encouraged for this project. Local Business Utilization (LBU) Policy There is a 50% Local Business participation requirement on all District Capital Program construction and construction related professional services agreements. Accepting Oakland based firms who are currently certified by the following agencies: The City of Oakland The Port of Oakland Alameda County Transportation Commission Alameda County California Public Utilities Commission Caltrans LBE - Local Business Enterprise: A firm located in Oakland and certified by the City of Oakland and/or one of the listed agencies as an LBE. SLBE - Small Local Business Enterprise: A firm located in Oakland and certified by the City of Oakland as an SLBE or VSLBE, and/or one of the listed agencies that meets the City of Oakland small business size standards. SLRBE - Small Local Resident Business Enterprise: A firm certified by the Oakland Unified School District that meets all the criteria for the SLBE and whose owner is a current City of Oakland resident. The 50% Local Business utilization requirement can be met with: 25% (or less) Local Business (LBE) participation AND 25% (or more) Small Local and/or Small Local Resident Business (SLBE/SLRBE) participation.
