The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Lift Station 43 Force Main Rehabilitation project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. Lift Station 43 is located at S. 75th Avenue and W. Vineyard Road. The force mains associated with Lift Station 43 convey wastewater flows from the lift station located near 75th Avenue and Vineyard Road north approximately 7,920 LF along the 75th Avenue alignment to Broadway Road. There are currently three 24-inch Ductile Iron Pipe (DIP) force mains. The one 12-inch force main is no longer connected to the lift station and is not in service. Work under the Lift Station 43 Force Main Rehabilitation Project includes, but is not limited to: o Install new 2-inch air release valves on each barrel in a new precast vault. o Install new 3-inch combination air valves in a new precast vault. o Recoat all exposed surfaces (pip, valves, supports, etc.) in the Broadway Valve Vault o Seal vault lids to mitigate inflow causing corrosive conditions. o Jack and bore realignment of existing pipe in steel casing crossing the Southern Avenue Interceptor (SAI) and Salt River Outfall (SRO) in Broadway Road. o Abandon existing pipe and casing. o Install new 24-inch DIP in a new steel casing. o Barrel No. 1 - Open cut pipe replacement in the same alignment as the existing pipe with 30-inch High-Density Polyethylene (HDPE) pipe. Replace all pipe from the Broadway Valve Vault to the new HDPE terminal pipe in Discharge Vault No. 1. o Barrel No. 2 - Open cut pipe replacement in the same alignment as the existing pipe with 30-inch HDPE pipe. Replace all pipe from the Broadway Valve Vault to the south limit of the jack and bore replacement under the SAI and SRO. o Barrel No. 3 - Provide fully redundant force main from Broadway Valve Vault to Broadway Road. o Pipe modifications in the valve vault to extend existing Barrel No. 3 with 24-inch DIP to the SRO. o Open cut replacement of existing 12-inch DIP with upsized 30-inch HDPE force main. o Replace existing discharge manhole with new discharge structure for outfall from Barrel No. 3 to the SRO. The Construction Manager at Risk will begin with the firm in an agency support role for preconstruction services. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods, and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. The CMAR may also compete to self-perform limited amounts of work. The GMP must be submitted in MAG or CSI format or it will not be accepted SMALL BUSINESS ENTERPRISE (SBE) REQUIREMENTS Only firms whose physical business is located within Maricopa County are eligible to meet the SBE subcontracting goal, which will be set prior to construction of this project. The final goal will be based on SBE subcontractor availability. The estimated construction cost is $7.6 million. The City of Phoenix reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received.
