Purpose The City of Hinesville is seeking proposals from qualified vendors to connect the existing private fiber networks between the City Hall/Police Department and the Fire Department/Fire Admin buildings. The purpose of this project is to enhance the network infrastructure, ensuring a secure and reliable connection between these key municipal buildings. The main IT headquarters, located in the Police Department, will serve as the central hub for this network. The City of Hinesville is requesting proposals from qualified vendors interested in providing fiber optic cable installation, support, maintenance, and integration with existing infrastructure. The project involves extending the current private fiber network to connect the City Hall and Police Department with the Fire Department and Fire Admin buildings. The Police Department IT room will serve as the central hub for this network. Vendors shall recommend to City of Hinesville any discrepancies, errors, or omissions that may exist within this RFP. With respect to this RFP, vendors shall recommend to City of Hinesville any enhancements, which might be in City of Hinesville best interests. These must be submitted in writing and be received. Verbal and/or written presentations and pre-award negotiations under this RFP. Technical Specifications 4.1.1 Fiber Optic Cable Specifications o Fiber Type: Installation of (1) 48-Strand, Singlemode, Indoor/Outdoor, Plenum Fiber from the Police Department - 2nd Floor IT Server Room to the Liberty St Handhole. Additionally, installation of (1) 12-Strand, Singlemode, Indoor/Outdoor, Plenum Fiber from the Liberty St Handhole to the Fire Admin Building and Fire Station 1. o Conduit Installation: Installation of (2) 2" HDPE Conduits from the existing Communications Handhole to the identified location across Liberty St. Another set of (2) 2" HDPE Conduits will be installed from the Liberty St Handhole to the identified location on Commerce St, near the new Fire Station. o Handholes: Installation of (1) 24'x36x24' Communications Handhole at the Liberty St location, with a new handhole at the Fire Station to tie into 2" conduits stubbed into the building. 4.1.2 Installation Specifications o Routing and Termination: Proper routing of the fiber optic cables through existing and new conduits, with termination in the Police Department IT room and respective Fire Department buildings. o Splicing: Fusion splicing of the Fire Admin Building 12-Strand onto Strands 1 - 12 of the 48-Strand Fiber in the Liberty St Handhole, and the Fire Station 1 12-Strand onto Strands 13-24. o Integration with Existing Network: Seamless integration of the new fiber connections with the existing network infrastructure. o Testing and Certification: Comprehensive testing of installed fiber optic cables to ensure performance and reliability. Certification must be provided for each segment of the fiber network. Labeling, testing, and certification of all newly installed fibers. As-built drawings and certified test results must be provided upon completion Addenda: City of Hinesville will make a good-faith effort to provide a written response to each question or request for clarification that requires addenda within 5 business days. All questions, answers, and addenda will be shared with all recipients. City of Hinesville will not respond to any questions or requests for clarification that require addenda, if received by City of Hinesville after September 5, 2024, at 2:00 p.m. EST All addenda will be posted electronically.
