The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received an AS 38.05.850 easement amendment application on August 16, 2024, from Oil Search (Alaska), LLC (OSA) requesting to modify the previously authorized OSA's Seawater Treatment Plant (STP) Make-up Water and Gas Pipelines (ADL 421526) easement. The proposed easement modification will be adjudicated under AS 38.05.850. The Division is providing public notice and an opportunity to comment. OSA proposes a minor modification to the previously authorized easement for the 19.5-mile STP pipeline system that begins at the OSA STP at Oliktok Point and ends at the OSA Tie-in Pad (TIP) located in the Kuparuk River Unit, on the North Slope. The modification will reroute a 1100 ft section of the pipeline centerline at Oliktok Point east by 150 feet, most of which will be buried within the existing road or pad. The construction easement acreage is proposed to be increased by 1.71 acres for a total of 659.11 acres, and the operation easement acreage is proposed to be increased by 0.59 acres for a total of 231.89 acres. The purpose of the modification is to minimize risk and avoid potential conflicts with existing infrastructure within the original route. Construction is expected to begin October 1, 2024, and end June 1, 2026. The Department of Natural Resources complies with Title II of the Americans with Disabilities Act of 1990. This notice will be made available in alternative communication formats upon request. An eligible person affected by this decision may appeal or request the commissioner's reconsideration in accordance with 11 AAC 02.
