The scope of work for this project generally includes provision of all labor, materials, equipment, and transportation necessary to construct improvements at the Butler Park West Boat Ramp, including dredging the boat ramp channel, delineation of lanes on the existing boat ramp, demolition of the existing floating dock and gangway, and providing and installing a new floating dock and gangway. Bid Bond 5%. St. Johns County reserves the right to accept or reject any or all bids/proposals, waive minor informalities, or award the bid/proposal which best serves the interests of St. Johns County. SCOPE OF WORK: This project is for construction of improvements at the Butler Park West Boat Ramp, including dredging the boat ramp channel, delineation of lanes on the existing boat ramp, demolition of the existing floating dock and gangway, and providing and installing a new floating dock and gangway, per the parameters specified herein. St. Johns County has submitted an application to Florida Inland Navigation District (F.I.N.D.) for funding assistance with this project through a Waterways Assistance Program (WAP) Grant. If grant funding is received, the awarded Contractor must ensure proper execution and compliance with Rule 66B-2 of the Florida Administrative Code (F.A.C.) (Exhibit G), all permits for the project, and federal, state, and local rules and regulations. All work must be performed in accordance with the Florida Department of Environmental Protection (FDEP) Permit Exemption Letter dated March 1, 2024, provided as Exhibit C for the Butler Park West dredging, the FDEP Environmental Resource Permit (ERP) dated April 17, 2024, provided as Exhibit D, and the U.S. Army Corps of Engineers (ACOE) Authorization Letter to use Nationwide Permit (NWP) #35 issued on July 17, 2024, provided at Exhibit E which should be valid through March 14, 2026. The Contractor shall verify that both the exemption and permits are still valid, and if not, the Contractor will renew or obtain the exemption or the permit, should a new one be required. The Contractor must comply with all conditions of the FDEP and ACOE exemptions or permits, and is responsible to obtain and comply with any other permits that may be required, including permitting of a dredged material management area (DMMA), should one be required. The Contractor shall not mobilize to the site until copies of all permits or exemptions are provided to the designated St. Johns County project manager. The Contractor shall keep copies of all permits on the job site. PROJECT LOCATION The activities authorized by this permit and sovereignty submerged lands authorization are located at 399 Riverside Boulevard, St. Augustine, Florida 32080, Parcel 1828480000, in Section 22, Township 8 South, Range 30 East in St. Johns County, at latitude 29 47 16.2000 North, longitude -81 16 1.2002 West. PROJECT DESCRIPTION The permittee is authorized to construct a 1,234 square foot dock and stormwater management system associated with improvements to the existing public park and boat ramp and dock within the landward extent and waters of the Matanzas River, a Class II Florida Waterbody. Those activities include the construction of a dock consisting of an existing 6-foot by 79-foot fixed access pier leading to a new 4-foot by 30-foot gangway and a new 8-foot by 80-foot floating dock, which cumulatively preempt 1,156 square feet of sovereignty state-owned submerged lands within the waters of the Matanzas River, a Class II Florida Waterbody. The improvements to the existing public park include the expansion of the existing drive and parking, and replacement of the gravel drive with paved drive. The total project area is 3.91-acre, of which 2.38 acres are impervious areas including existing and proposed ones. Stormwater runoff will be conveyed through site grading, inlets, and pipes to two dry retention ponds (SWMF-1 and SWMF-2), which will be connected and controlled by a control structure in SWMF-1. The retention ponds will provide stormwater treatment and peak discharge attenuation. Excess runoff will be discharged through the top of grate (elevation 4.10 feet NAVD 88) of the control structure followed by a 153-ft long, 18-inch diameter discharge line into the Intracoastal Waterway near kayak launch. SWMF-1 is in the center of the park, in irregular shape, and surrounded by parking lots. It will be 0.303-acre at the top with elevation 4.25 feet NAVD88, and 0.190-acre at the bottom with elevation 2.75 feet. SWMF-2 is in the northwest of the park. It will be 0.114-acre at the top with elevation 4.25 feet NAVD88, and 0.070-acre at the bottom with elevation 2.75 feet. Both ponds side slopes are 4H:1V.
