The Town of Vienna, VA seeks bids from qualified contractors to renovate the Town of Vienna's Department of Public Works' "Vehicle Wash Facility." The scope of work includes renovating the Town of Vienna Department of Public Works' "Vehicle Wash Facility," located at the Town of Vienna Northside Property Yard at 600 Mill Street NE, Vienna, VA 22180. The interior renovation includes repairs, equipment replacement, and upgrades to the facility. The contractor shall provide all labor, equipment, material, manpower, permitting, and other items necessary to ensure the facility is renovated according to requirements and operational within the agreed-upon time frame. The contractor shall coordinate the project's schedule with any and all work to minimize downtime of the wash facility. This is a unit price contract; however, the Town will make the award on the lump sum of the items to the lowest responsive and responsible Bidder. The second lowest responsive and responsible bidder may be named the secondary awardee. This awardee will be required to provide the product only in cases in which the primary contractor is unable to provide the product in accordance with contract requirements. Actual Contract Award amount will be based on the amount that will be allocated by the Town Council for any fiscal year in which the work will be performed. Therefore, the Town reserves the right to increase or decrease quantities to make full use of the amount of funding that will be allocated for the project(s). Any damage, including damage to private property, resulting from the performance of this Contract shall be repaired to the Owner's satisfaction at the Contractor's expense. The contract shall be awarded to the lowest responsive and responsible bidder or the most qualified and best suited offeror. The Town Council will award all contracts in the amount of seventy-five thousand dollars ($75,000.00) or more. The Procurement Officer will award all contracts less than seventy-five thousand dollars ($75,000.00). For construction or facility improvement contracts or subcontracts exceeding the Simplified Acquisition Threshold ($250,000), the Federal awarding agency or pass-through entity may accept the bonding policy and requirements of the non-Federal entity provided that the Federal awarding agency or passthrough entity has made a determination that the Federal interest is adequately protected. If such a determination has not been made, the minimum requirements must be as follows: (a) A bid guarantee from each bidder equivalent to five percent of the bid price. The ''bid guarantee'' must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. (b) A performance bond on the part of the contractor for 100 percent of the contract price. A ''performance bond'' is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. (c) A payment bond on the part of the contractor for 100 percent of the contract price. A ''payment bond'' is one executed in connection with a contract to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract. Question Deadline 08/07/2024 at 11:00 AM ET It is the Bidder's responsibility to examine this entire IFB carefully. If a question arises as to the meaning or intent of these documents, inquiry must be made in writing to the Procurement Officer. The Procurement Officer shall sign all contract documents, with the exception of "Construction" contracts, and issue a purchase order to the successful bidder/offeror. The Town reserves the right to reject any or all bids, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the procuring public body to be in its best interest. The Town of Vienna reserves the right to reject any and all bids or to accept the bid(s) which, in its judgment, will be for its best interest. The Town of Vienna will make an investigation as to the ability of the bidder to perform the work. The Town of Vienna reserves the right to reject any bid, if the evidence submitted by, or investigation of bidder, fails to satisfy the Town that such bidder is properly qualified by experience and financial status to carry out the obligations of the contract and to complete the work contemplated therein. Conditional bids will not be accepted.
