The Housing Authority of the County of Lawrence, Illinois will receive sealed bids for Office Remodel & Generator Replacement funded under Modernization Program No.s IL01P108-501-22, 501-23, & 501-24 at Projects IL-108-1 & 5/Lawrenceville & IL-108-7/Bridgeport in Lawrence County, Illinois. Bids shall be submitted in a single lump sum proposal. A goal has been established of awarding at least 20 percent of the dollar value of the total contract amount to minority business enterprises If awarded the contract for work on the project, Bidder agrees to perform all of the work, and be substantially completed, within one hundred twenty (120) consecutive calendar days from the date stated in the Notice to Proceed. The Notice to Proceed will be issued within sixty (60) calendar days from the Contract Award In accordance with Clause No. 9, Bid Guarantee, of the Instructions to Bidders, all bids must be accompanied by a negotiable bid guarantee in the form of a certified check or bank draft, payable to the Housing Authority of the County of Lawrence, Illinois, U.S. Government Bonds at par value, or a satisfactory bid bond executed by the Bidder and acceptable sureties in an amount equal to five percent (5%) of the bid. The surety company must be authorized to do business in the state where the project is located and must be acceptable to the Government. If the bid guarantee is not submitted with the bid, the PHA will reject the bid. Proposals shall be made on unaltered bid forms which are incorporated herein. All blank spaces shall be completed. Proposals shall be signed with name typed below signature. When bidder is a corporation, proposals must be signed with the legal name of the corporation followed by the name of the state of incorporation and the legal signature of an officer authorized to bind the corporation to a contract. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds acceptable to the Housing Authority all in accordance with Clause No. 10, Assurance of Completion, of the Instructions to Bidders. Attention is called to the provisions for equal employment opportunity and that payment of not less than the minimum salaries and wages as set forth in the Specifications must be paid on this project. Any State rate that exceeds the corresponding Federal rate is inapplicable and shall not be enforced. Bidders shall carefully examine the documents and construction site to obtain firsthand knowledge of the existing condition. Contractors will not be given extra payments for conditions which can be determined by examining the site and documents. The Housing Authority reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid shall be withdrawn for a period of sixty days (60) subsequent to the opening of bids without the consent of the Housing Authority. Doc note: Such deposit will be refunded to each bidder who returns the plans, specifications and other documents in good condition to the Housing Authority or to the Architect within fourteen (14) days after bid opening. Partial sets may be purchased at the cost of photocopying and shipping cost upon completion of a request for partial plans/specifications form and submitting to the Architect. Documents may also be downloaded from the Architect's website for bidding purposes only
