Under this project, the Contractor agrees to furnish all materials and equipment and to perform all labor necessary to construct the proposed water system improvements as shown on the construction drawings. More specifically, the work shall consist of +-16,000 LF of 6' and +-3,000 LF of 4' PVC water main, transfer of services, installation of associates valves and hydrants, erosion and sediment control measures, grassing, construction staking, mobilization/demobilization, bonds, insurance, delivery of materials, taxes, and all other appurtenances necessary for completion of the Work as shown in the Drawings and as specified. Time allotted for completion of work is 210 calendar days from the date of a written "Notice to Proceed from Owner. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. CONTRACTOR LICENSE The Scope of Work as described herein is defined as utility contracting in accordance with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a valid license by the State of Georgia as a "Utility Contractor" and must also employ a Utility Manager' certification holder who will have oversight of all the work. Therefore, the Contractor submitting a bid must list the license number of the Contractor performing the utility contracting on the Proposal form and provide proof of a valid license. See Instruction to Bidders for additional requirements. BONDS Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of Best's Key Rating Guide Property Liability. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a Power of Attorney authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT All qualifying Contractors and Subcontractors performing work with the City of Blue Ridge must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Bid to be considered, it is mandatory that the Bidder's Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted with the Bid. EASEMENTS AND RIGHTS-OF-WAY All anticipated rights of way and easements required for the project will be obtained prior to the start of construction. FUNDING SOURCES This project will be subject to American Rescue Plan Act (ARPA) ' State Fiscal Revolving Fund (SFRF) contract conditions. See ARPA conditions located after the Supplementary Condition section. RESERVATION OF RIGHTS Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Question Deadline 07/04/2024 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing via online. Questions received less than seven days prior to the date for opening of Bids may not be answered.
