Pat O'Brien Community Center and Other Facilities Photovoltaic System 8025 Waterman Road, Sacramento Purchase, Installation, and Commissioning of Approximately 75 - 150 kWDC of Rooftop Photovoltaic (PV) System The Southgate Recreation & Park District site consists of four (4) buildings at 8025 Waterman Road, Sacramento. The serving utility is the Sacramento Municipal Utility District (SMUD). The Photovoltaic ("PV") generation is planned to offset part of the loads on the one SMUD site electric meter. Due to the easements of high voltage power lines running across the parking areas, solar ports (solar arrays on carport structures) are not being considered. 1. The Contractor shall be responsible for the design, permitting, equipment, procurement, installation and related construction activities of the PV System. The PV System construction will be carried out by the Contractor in conformance with all applicable laws, codes, and interconnection requirements of the servicing electric utility and all CEC technical and installation specifications and guidelines. 2. The PV System will be installed in conformance with equipment manufacturer's recommendations. 3. The Contractor shall design and install an appropriate interconnection point for standard NEM Interconnection with the existing (and/or planned) electrical switchgear provided by Owner. 4. The Contractor shall provide and set up a web-based DAS/monitoring system(s) and provide the District with login access. 5. Any substitution of major components shall be of like quality and performance and subject to prior District approval. 6. The Contractor shall be responsible for submitting and obtaining approval of the Interconnection Application and obtaining the final Permission To Operate (PTO) from the servicing utility (SMUD). 7. The Contractor shall assist District in completing and submitting any appropriate incentives including the Solar Incentives under the Inflation Reduction Act (IRA). The work consists, in general, of furnishing all permits, materials, labor, services, tools, plants, supplies, equipment, management, superintendence, and all other work necessary to provide for the Pat O'Brien Community Center and Other Facilities Photovoltaic System The budget for the total project is in the range of $275,000.00. Each bid must be accompanied by a Bid Guaranty in the form of a Certificate of Deposit, Certified or Cashier's Check, Bidder's Bond or Irrevocable Standby Letter of Credit, in an amount equal to at least ten percent (10%) of the Bidder's Grand Total Bid Price. The Bid Guaranty will be retained by District and applied to any and all damages sustained by District in the event that the successful Bidder fails or refuses to enter into the Agreement awarded to it and to furnish all required bonds and Certificates of Insurance. District intends to award the Agreement to the lowest responsive, responsible Bidder based on the Base Bid Price. To the extent allowed by law, District reserves the right to reject any and all bids and/or to waive any irregularities or informalities in any bid or in the bidding procedure. District specifically reserves the right to not award the Agreement after the opening of bids. Bids will be examined and reported to the Board of Directors of District within ninety (90) days of the bid opening. Except as permitted by applicable law, no Bidder may withdraw its bid for a period of ninety (90) days after the date of bid opening. Each Bidder will be notified of any award of the Agreement by District. All questions prior to award of the Agreement shall be directed to the attention of the undersigned Contract Officer via email at rlincoln@southgaterecandpark.net. The deadline for submissions of questions and clarifications concerning the Contract Documents is ten (10) days before the deadline for bid submission. Only signed Addenda issued by the District are binding
