Scope of Work Project Details The Litchfield Elementary School District, #79 for the entire project to build out during the next 2 years. Master Planning Litchfield Elementary School District, #79 has an additional 19acres to develop. This site will need to be studied for the best use of space after studying the infrastructure need. Space planning will also be part of this scope of work as well. Architecture areas of Services Requested Building Programming Preliminary Design Architectural Drawings and Specifications Construction Administration Project Close-Out and Warranty Walk-Thru Civil Engineering Storm Water Management Plan Drainage Summary Structural Design Landscaping Design Mechanical Design Plumbing Design Fire Protection Design Electrical Design Special Systems and Fire Alarm Design Transportation and Parking Environmental Testing Geotechnical Soils Report Additional Services Areas Food Service Consultant Special Structural Inspection Survey Reports to School Facility Board Architectural Renderings Title Reports Street Light Design Fire Line Extension Plans Record Drawings Architectural Services and Requirements Preparation of complete contract documents and contract administration for the entire length of any given project including successful completion and acceptance by Litchfield Elementary School District, #79 (LESD). All work necessary for completion of all projects shall be in accordance with applicable provisions of the State of Arizona Building Code, latest edition, including all subsequent modifications and supplements and all requirements as specified by the Americans with Disabilities Act (ADA). Architect shall attend, when requested by Owner, meetings of the governing body of Owner for the purpose of discussing the schematics, drawings, cost estimates or construction of the Project. Architect may be required to provide appropriate engineering consulting services (i.e. mechanical, electrical, plumbing, civil, landscape, etc.). However, LESD reserves the right to approve or disapprove any consultant to be utilized. LESD has the right to select from a variety of construction procurement options including Design/Bid/Build, Construction Manager at Risk, Job Order Contracting, or Qualification Select Bidder List. The role of the architect and the scope of services required by LESD will be consistent no matter the procurement option selected. The architect shall be responsible to perform pre-construction services with the selected General Contractor. Pre-construction services shall be a cooperative process that will include the sharing of programming notes, budget development, estimating, scheduling, constructability analysis, etc. Architect shall be responsible to ensure that a Schematic Design Study and other documents are provided to LESDfor approval. Architect shall prepare such documents and drawings which shall include individual floor plans, appropriate elevations and sections, mechanical concepts, a list of materials to be used, and other items relevant to the illustration of the scale in relationship to Project Components. Architect is responsible for preparing a Statement of Probable Construction Costs based on current area, volume or other unit costs. Upon approval of schematic drawings by the LESD, the Architect shall prepare design of preliminary documents consisting of preliminary drawings and specifications for approval by the LESD. The Architect shall submit to LESD, a further statement of probable project cost and budget. The Architect will further assist LESD in submitting any documentation for code or agency approval as Plan of Development. The A/E will further assist the District in submitting and documentation for code or agency approval as Plan of Development. The Architectural firm shall be responsible for obtaining all necessary permits to conform to all city and state requirements. All permit fees will be considered a reimbursable expense (at cost) to the Architectural firm. It is Architect's affirmative obligation, as Owner's agent for the sole purpose of doing so, to advise and consult with Owner and enforce Owner's rights under the Contract during the Construction Administration Phase. Owner shall have the right, but not the obligation, to issue instructions to the Contractor through Architect. The Architectural firm shall be responsible for reviewing schedules; keeping LESD informed of the progress of the work and reviewing shop drawings and other required submittals; reviewing and approving materials, equipment, and tests; maintaining accounts of the work including the issuance of change orders at the direction of the Owner; reviewing and approving contractor's application for payment; providing on-site inspection and observation of the work on a consistent basis as needed; preparation of all close-out materials for submittal to LESD; and providing warranty evaluation on a quarterly basis. The Architect shall conduct and/or attend meetings to discuss schematic, preliminary and working drawings, pre-construction conferences, weekly construction meetings with contractors and governing body meetings as required by LESD. The Architect shall provide LESD with meeting minutes as required by LESD. Upon completion of construction, Architect shall cause to be delivered to Owner a complete set of "as-built" drawings which shall include all architectural, structural, mechanical and electrical changes. The A/E shall have available computer aided drafting capabilities and shall be responsible for providing LESD with electronic project files (in District requested format(s) for all specifications and drawings created by the A/E. Issue Resolution services shall include advising the District and facilitating resolution of any issue, at any time throughout each facility project. These issues may have impact on the project schedule, cost and successful delivery, including but not limited to, site selection, safety, performance, environmental issues, change orders, material selection, and method of construction, personnel, procedures, training, document management, labor issues and constructability. Value Analysis services shall include analysis of building systems, equipment and materials and/or the entire project for appropriateness, initial costs, life cycle cost, projected maintenance and operation costs, safety and risk analysis. Schedule Development services shall include schedule development, schedule tracking, schedule maintenance recommendations for corrective action, and recommendations for advance procurement services, materials and equipment when required to meet project goals. Additional requirements: Assist with the facilitation and attend all customer and vendor meetings as required to meet the goals and objectives of the project. Attend board meetings as requested at no additional charge Assist in the award of contract recommendations Ensure compliance with Federal and State environmental regulations Budget Development and Estimating Design Services shall include estimating all project related costs including, but not limited to, administrative, legal, construction, construction related consultant fees, testing, environmental, fixtures, equipment and relocation costs. Services shall include review of the design documents at project milestones and providing accurate cost estimates for construction, and analysis. Information Management Provide a minimum of two (2) copies monthly of written reports, at no additional charge to the District describing: The status of project(s) Anticipated project schedules Change Orders Contingency usage summary Contact summary page by project Maintain and keep a file management system of all correspondence and project information. Permit status shall also be tracked and the District shall be immediately notified as to any impediments in the permit process that may delay the schedule. Approve submittals Answer RFI and provide field orders in accordance with the owners needs Construction Administration Services Design consultant and construction management Firm. Develop and implement quality control, cost control, schedule control, risk management and safety management plans for each project Recommend design consultant services when appropriate Reconcile vendor deliverables and invoices Conduct project meetings Coordinate construction site walk-thru with District personnel at each project milestone or construction phase to ensure that the District's intent of the design is implemented Perform comprehensive daily visits and field reports for all projects stating contractor progress, safety report and constructions staffing report. A copy of these reports shall be included in the project close out documents Attend weekly contractor meetings Gather and review all close out documents for accuracy and attend final project inspections and sign-off. Close Out Documents Provide a minimum of two (2) copies of close out documents and one (1) electronic copy at no additional charge to the District, including but not limited to: Contractor's Red Line Drawings converted to electronic media compatible to Litchfield Elementary School District, #79. Mechanical, Plumbing, Electrical and Special Systems operation manuals and/or training Testing results Contractor's two (2) year warranty document on workmanship and material All applicable manufacturer's documents and warranties Summary Litchfield Elementary School District, #79 is issuing this RFQ seeking Qualifications for Architectural Services for Litchfield Elementary School District's New School #17.
