The City aims to establish a list of at least three firms to provide material testing services (lab testing, materials testing, specialty inspections and related services) for various City projects during construction on an as-needed basis for a three-year period that can be extended up to two years for a total of five years. Written Questions submitted by :January 18, 2024 Response to Written Questions :January 25, 2024 Negotiations:February 15, 2024 City Council Approval :April 16, 2024 The City of Stockton (City) requests a Statement of Qualifications (SOQ) from qualified consulting firms to provide material testing services (lab testing, materials testing, specialty inspections and related services) for various City projects during construction. A Selection Panel will comprehensively rank firms based on, but not limited to: understanding of work, experience, qualifications, approach, and other relevant information. The City aims to establish a list of at least three firms to provide material testing services on an as-needed basis for a three-year period. The term can be extended up to two years for a total of five years at the Citys discretion. The goal is to establish a master professional services agreement that includes the listed firms for a not to exceed amount of $500,000 for all contracts over the contract term. In order to effectively split the contract between the selected three firms, the City will ensure a fair and efficient distribution of projects. This assessment will take into account the expertise and capabilities of each firm, aligning their respective strengths with the projects needs. The City will strive to achieve a balanced allocation of work, where each firm's contribution is proportionate to their capacity, ensuring an optimal utilization of resources. Contract negotiations will begin with the three highest-ranking firms. The selected consultant will enter into a professional services contract with the City of Stockton The City of Stockton is accepting SOQs from qualified firms to provide material testing and inspection services for various City projects planned for construction in the next three years. Projects will be locally, state and/or federally funded. The material testing scope of services will be divided into the following sections for the project: Soil and Aggregate Base (AB) testing Portland Cement Concrete (PCC) testing Asphalt Concrete (AC) testing Including any asphalt binder, emulsified asphalt, and slurry seal Steel Testing Including steel strand and steel rebar Infiltration/Permeability Testing Rebar, welding, and epoxy installation inspections Masonry inspection Requests for Clarification Due: Thursday, January 18, 2024 An Electronic Copy of the SOQ Should Be Emailed to Nguyet Pham at Nguyet.pham@stocktonca.gov and Ray Dey . Late Submittals Will Not Be Accepted The City reserves the right to negotiate an agreement with the firms submitting the highest ranking SOQ. Also, the City reserves the right to reject any and all SOQs or to waive any irregularity in a SOQ if it is deemed to be in the best interest of the City. Failure to submit all requested information could be grounds to reject the SOQ. Any question or request for clarification shall be submitted in writing to: Ray.Deyto@stocktonca.gov. Requests for clarification shall be submitted no later than Thursday, January 18, 2024. If a response warrants an addendum to the RFQ, such addendum will be sent by email and/or uploaded to the City Each proposal shall be submitted as one packet and shall be accompanied by the Non-Collusion Declaration, Title VI and Department of Industrial Relations self-certifications, and all of the required documents and information. The pricing shall be submitted under separate, sealed envelope. Each proposer shall be licensed in accordance with applicable State laws. The City of Stockton encourages the use of certified Disadvantaged Business Enterprise (DBE) firms to propose on this project, and the City encourages proposers to employ certified DBE firms as subconsultants. The City has established a project-specific DBE Goal of 0%. As a condition of award, proposers must either A) meet the project-specific DBE goal, or B) demonstrate Good Faith Efforts as required in the Instructions to Proposers. FAILURE TO MEET EITHER A) OR B) REQUIREMENTS WILL RENDER THE PROPOSAL AS NON-RESPONSIVE. Refer to the Instructions to Proposers document for additional information regarding these and other DBE requirements. Proposers are hereby notified that the successful proposer and any subconsultant under them shall pay prevailing wage rates in performing the contract as required. A contract will be awarded to the proposer who best meets the needs of the City; provided, however, that the City Council reserves the right to reject any and all proposals and to re-advertise for proposals or to provide for the work to be done by the City of Stockton.
