The Newtown Public Schools (hereinafter known as NPS) is seeking proposals and a generalized scope of services from qualified professional planning consultants/firms (hereinafter known as Firm) with expertise in the design of K-12 educational facilities to perform a facility assessment of the Newtown School District including the preparation and completion of a comprehensive facilities study for the 7 schools including. Newtown Public Schools consists of 7 buildings on 7 different sites. Currently all of the buildings are being used as active schools. The 6 active school buildings are made up of four (4) - K through 4th grade buildings, one (1) - 5 th through 6th grade building, one (1) 7 th through 8th grade building/middle school, and one (1) 9th through 12th grade building/ high school. This facility assessment will primarily provide the Board with a professional overview of the current condition of the infrastructure and provide options to improve the facilities at Newtown Public Schools to meet existing State building/fire codes, ADA compliance, building/site accessibility, security compliance, and to house the current educational programs. Based on, and including, the scope of work above, the successful Firm will be expected to provide the following additional objectives: A. Address the need to update/replace M/E/P/FP building systems, evaluate any existing building envelope deficiencies, and consider improvements to the schools indoor air quality and use of natural lighting. B. Prepare a structural analysis of the existing buildings to ensure there are no deficiencies. C. Review and evaluate the existing property and field conditions. D. Complete enrollment projections and their impact on the facilities. E. Evaluate current buildings, looking at enrollment projections to provide a functionality assessment of all space uses. This scope of work objectives are examples of items that shall be addressed, but are in no way limited in scope to these alone. The selected Firm shall review the entire school in its current state, and provide design solutions to address any and all issues that affect the schools daily functions. It is imperative that the selected Firm understands that they need to meet with various stakeholders, including school department heads and staff to gain insight into the use and operation of the Newtown Public School facilities as the study is developed in order to provide complete and thorough solutions. Following the bid opening, the Newtown Public Schools will review all received bid packages. Newtown Public Schools reserves the right to accept or reject any or all proposals, to make an award or to decline to make an award if it deems such to be in the best interest of the Newtown Public Schools. All pricing submitted in a bid package shall be valid for ninety (90) days. There shall be no collusion with other prospective bidders and a bid submission will be construed as evidence that the submitted bid price was derived independently without collusion with other bidders Newtown Public Schools is an Affirmative Action Employer - MBE/WBE are encouraged to bid. Questions regarding this RFP will be accepted until Tuesday, January 23, 2024 by NOON. Responses to submitted questions will be shared with all Firm contacts who attended the mandatory site visit by Thursday, January 25, 2024 by NOON. Addenda concerning important information and/or modifications to specifications will be posted on the Town of Newtown Purchasing Department It is each Bidders sole responsibility to monitor all updated information. Addenda will not be mailed, e-mailed or faxed out. Emailed written requests for information will not be accepted after Tuesday, January 23, 2024 by NOON. Verbal requests for information via phone or other means will not be accepted. Failure to comply with these conditions will result in the bidder waiving the right to dispute bid specifications and conditions, no exceptions. Questions concerning this bid must be submitted in writing and directed only to: Kerri Mubarek kerri.mubarek@newtown-ct.gov All prices and notations must be printed in ink or typewritten. No erasures are permitted. Bids are to be received at the Newtown Public Schools at the office of the PURCHASING DIRECTOR at Newtown Municipal Center, 3 Primrose Street, Newtown, CT 06470; by no later than 11AM Wednesday, January 31, 2024, at which time they will be publicly opened. Bidders must fill in all blank spaces on the Bid Form for Bid Prices including without limitation unit prices, extended prices and total price or the Bid will not be considered and shall be void. The Bid Price of each item on the form shall be stated in the words and in figures. If unit prices are required on the Bid Form, discrepancies between unit prices and their respective total amounts will be resolved in favor of the unit prices. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor if the correct sum. The method of Contractor Selection has not been Determined at this time.
