The Town of Greenwich Purchasing Department, on behalf of the Department of Parks and Recreation, is soliciting bids for the Bible Street and Upper Havemeyer Drainage Project, as per the specifications and drawings of this Request for Bid The anticipated start date for Bible Street Park is early March 2024, but no later than early April 2024. The anticipated start date for Upper Havemeyer Field may also begin as early as March 2024, however, work shall be completed, and grass seed shall be seeded in the ground no later than September 15, 2024, unless otherwise noted by staff. Sealed Bids/Proposals are due at the Town of Greenwich Purchasing Department on date noted. NO bids/proposals will be accepted after deadline. Whether the bid/ proposal is sent by mail or commercial express service, the bidder/proposer shall be responsible for actual delivery of the bid/proposal to the PURCHASING DEPARTMENT before the deadline time. Bids/proposals received after the deadline time will not be considered. PLEASE CLEARLY INDICATE BID/PROPOSAL NUMBER ON LOWER LEFT-HAND CORNER OF ENVELOPE. Bid/Proposal number must appear on all bids and related correspondence. The Town of Greenwich is exempt from Federal and State Taxes. The Town will consider an alternate bid only if bidders have been permitted to provide an alternate bid. An alternate bid must be clearly identified as such in order to be considered by the Town. Stated prices are to be FOB destination inside delivery, unless otherwise specified herein. Terms and Conditions indicated on reverse. The Town of Greenwich reserves the right to reject any and all bids not deemed to be in the best interest of the Town, or to accept that bid which appears to be in the best interest of the Town. The Town reserves the right to waive any and all informalities, or to reject any or all bids or any part of any bid. The Town of Greenwich has included as part of this Request for Bid, Exhibit C, the Agreement Contract format to be used for this procurement. In order to be considered by the Town, any exceptions to the language included in the Tows Agreement Contract format must be declared in the Exceptions area on the Reply Sheets. Each bid must be accompanied by an original Bid Bond with a raised seal prepared on the form of Bid Bond attached hereto as Exhibit G duly executed and acknowledged by the Bidders, as principal, and by a surety company qualified to do business in the State of Connecticut and satisfactory to the Town, as surety. The Bid Bond shall be 5% of the total lump sum of the bid and shall be enclosed in the sealed envelope containing the bid. Each Bid Bond may be held by the Town as security for the fulfillment of the Bidders agreement set forth on the bid Reply Sheets. Should the Bidder fail to fulfill such agreements the Bid Bond shall become payable to the Town, as liquidated damages, otherwise, the Bid Bond shall become null and void. For bids greater than $100,000, the awarded Contractor will be required to furnish a Performance, Maintenance, and Payment Bond on the Town of Greenwich form which follows in Exhibit D (attached) in the amount of the Gross Sum of the project, including allowance for contingencies and extra work, and/or Contract price within seven (7) days of the work order. The bond must be duly executed and acknowledged by said Contractor as principal and by a surety company qualified to do business under the laws of the State of Connecticut and satisfactory to the Town, as surety, for the faithful performance of the Contract and payment for labor and materials. The Contractor shall pay the premium for such bond. A letter from the bonding company, stating that the Performance, Maintenance, and Payment Bond can be obtained within seven (7) days of request, should be provided with the bid.
