Zone 7 is one of ten active zones of the Alameda County Flood Control and Water Conservation District and is a special district governed by its own independently elected board. Zone 7 provides drinking water to about 280,000 customers within a service area of approximately 425 square miles in eastern Alameda and Contra Costa Counties. Drinking water is supplied to four retailers: California Water Service Company, City of Livermore, City of Pleasanton, and Dublin San Ramon Services District. Zone 7 seeks to develop a plan with phased implementation of groundwater supplies in various areas of the Basin; this will help meet water demands to 2045 and beyond. Reject any or all proposals, 2. Issue subsequent RFPs, 3. Postpone opening for its own convenience, 4. Remedy technical errors in the Request for Proposals process, 5. Approve or disapprove the use of particular subcontractors, 6. Negotiate with any, all, or none of the proposers, 7. Solicit best and final offers from all or some of the proposers, 8. Award a contract to one or more proposers, 9. Award a contract to a team created by Zone 7 from the proposers and/or its subcontractors, 10.Accept other than the lowest rates or rating, and 11.Waive informalities and irregularities in proposals. Selection of a firm or firms is expected to result in a Professional Services Agreement for an updated Well Master Plan for the Livermore Groundwater Basin that will begin on the date it is signed by the Zone 7 General Manager, which is expected to be in January 2024. Zone 7 desires that this project be completed by June 30, 2025.
