The City of Phoenix is seeking a contract for Biosolids Removal Services for a five-year term. The 91st Avenue Wastewater Treatment Plant (WWTP) has a current ownership capacity of approximately 230 million gallons per day (mgd) and serves five major cities in the Phoenix Valley. The plant is owned by the Sub Regional Operating Group (SROG) consisting of the Cities of Phoenix, Glendale, Mesa, Scottsdale, and Tempe. The plant consists of biological nutrient removal treatment facilities followed by anaerobic digestion for the production of approximately 600 wet tons per day of biosolids. Due to increased urbanization and development, the available land for biosolids land application is moving further from the WWTP. To address Biosolids Management concerns regarding reuse/disposal, land application site uncertainty, public perception issues, and onsite treatment/processing, the City of Phoenix requires a contract to haul and dispose of biosolids daily. The City of Phoenix invites sealed offers for Biosolids Removal Services for a 5-years commencing on or about June 1, 2024, in accordance with the specifications and provisions contained herein or the "Effective Date" which is upon award by City Council, conditioned upon signature and recording by the City Clerk's department, as required by the Phoenix City Code, whichever is later. a. Contractor shall comply with all City, County, State, and Federal truck and hauling requirements including, but not limited to, those that specifically address Biosolids transport. Leak proof (watertight) trucks shall be used to haul Biosolids, and all trucks must be covered to prevent spillage and prevent odors from escaping. All haulers must have spill clean-up procedures. The City may request a copy of the clean-up procedures at any time during the contract term. Contractor will provide clean up procedures copy to the City upon request. All vehicles utilized by the Contractor in the performance of this Contract shall be kept clean, painted, and otherwise present a respectable image to the community to the satisfaction of the City. Contractor shall clean the exterior and wheels of all vehicles prior to leaving the plant site. Wash down shall be done at the City designated areas. b. The City will make wash down hoses available in the Solids Handling Facility (SHF) loading bays for trucks hauling dewatered Biosolids. c. Truck access within the treatment plant site boundaries will be on roadways identified by the City. Truck operation and parking shall not interfere with present or future treatment plant operations or construction activities. Designated roadways may be changed by the City to accommodate construction or operations. Designated roadways for sludge hauling within plant boundaries will be identified by the City at least 7 days prior to any change, except in the event of an emergency. d. Contractor will not distribute sludge within City's boundaries. e. Contractor will not be permitted to apply Biosolids from non-City of Phoenix facilities to land on which the City of Phoenix Biosolids are applied.
