Qualified bidders offering to provide Water Treatment for Closed Loop Systems for the California Military Department's Consolidated Headquarters Complex located at 10601 Bear Hollow Drive, Rancho Cordova, CA 95670, in accordance with the terms, conditions, and requirements of this Invitation for Bid (IFB). The duration for this service is for 36 months and is slated to begin on or around February 1, 2024, through January 31, 2027. The Contractor shall provide monthly services, as specified, to the California Department of Military. The Contractor shall provide services located at the Consolidated Head Quarters Complex (CHQC) located at 10601 Bear Hollow Drive, Rancho Cordova, CA 95670. Contractor shall provide all labor, materials, staff, transportation, license, permits and every other item of expense necessary, unless otherwise stated. Services shall be provided at the CHQC, upon request and in compliance with terms of this Agreement for a duration of a 36-month period. All work shall be coordinated and approved by the Contract Manager. Services shall be performed during business hours 8:00 a.m. to 5:00 p.m., Monday through Friday unless otherwise specified to work evenings and/or weekends on a date and time mutually agreed upon by the Contractor and California Department of Military Contract Manager. No work is to be performed on State holidays or on an overtime basis unless prior approval is received in writing from the Contract Manager, prior to this work taking place. All services performed outside the scope of this Agreement or not approved by the Contract Manager will be at the sole risk and expense of the Contractor. Contractors must be able to perform the tasks associated with providing services under the scope of their license. The Contractor is responsible to ensure the primary or sub-contractors possess the necessary licensing to perform the service. The Contractor shall provide services in accordance with federal and state laws and regulations and California Department of Military/CHQC policies. The following equipment is included in this Agreement: 3 each Chilled/Radiant Chilled/Hot Loop Question Deadline 01/05/2024 at 1:30 PM PT. All questions regarding this IFB MUST be submitted to Jordan Bernal, at jordan.bernal@cmd.ca.gov. If an addendum is necessary, it will be issued in the event package at electronically. Bid results will not be divulged by telephone or available via facsimile. Official bid results will be posted electronically. The Military Department has determined that there is not sufficient time provided for the State mandated DVBE requirements of this project. The Military Department waives all of the DVBE requirements on this project. Contractors are still encouraged to provide DVBE subcontractors but are not required to meet any minimum participation requirements. The Military Department reserves the right to reject any or all bids. Bidders wishing to claim SMALL BUSINESS PREFERENCE MUST be certified by the Office of Small Business and Disabled Veteran's Business Enterprise prior to bid opening and will be verified by the Contracting Officer. A certified Small Business (SB) shall receive a 5% preference on a bid proposal when a responsible non-small business has submitted the lowest priced responsive bid. A certified Disabled Veterans Business Enterprise (DVBE) shall receive a 5% preference on a bid proposal when a responsible non-DVBE has submitted the lowest priced responsive bid. A firm that is certified as both a SB and DVBE shall receive a 10% preference on a bid proposal when a responsible non-small business and non-DVBE has submitted the lowest priced responsive bid. Non-SB bidders claiming SB preference may be granted up to 5% incentive percentage on a bid proposal when a responsible Non-SB/DVBE has submitted the lowest priced responsive bid (Please see 1-13 for SB preference requirements).
