Any interpretation made to a Bidder will be in the form of a written Addendum and when issued will be on file at the Clerk of the Board of Supervisors. In addition, all Addenda will be mailed to each person recorded as having received a copy of the Contract Documents, but it shall be the Bidder's responsibility to make inquiry prior to submitting a Bid as to the Addenda issued. All such become part of the Contract Documents and each Bidder shall be bound by such Addenda, whether or not received by the Bidder.
