This project includes rehabilitation of the existing City of Aberdeen Wastewater Treatment Plant Influent Pump Station Wet Well, including all necessary cleaning, surface preparation, and coating application, along with the replacement of the existing access hatches, sluice gate and pump station level controls, replacement of existing Influent Pumps 1 through 4 with new owner supplied pumps and replacement of the existing suction and discharge piping on all four influent pumps in the Influent Pump Station Dry Well. The modifications at the influent manhole include replacement of Influent Pump 5 with a new owner supplied dry prime pump on a pile supported foundation, removal of the existing motor operated sluice gate, installation of new level controls for Influent Pump 5 and abandonment of the existing 48-inch bypass pipeline. In addition, the project will include structural, architectural, heating and ventilation system and electrical modifications to the Operations Building, which is located over the Influent Pump Station Wet Well. The project also includes significant modifications to the exiting headworks structure that include the construction of new screening channels, replacement of the exiting influent screens with new perforated plate fine screens with hydraulic screenings transport flumes and screenings washer compactors; replacement of the force mains from Influent Pumps 1 and 5, replacement of the existing primary sludge pump and the installation of two additional primary sludge pumps and associated force mains; conversion of an abandoned aerated grit basin into a primary sludge pump room, installation of new sampling equipment and a new hydropneumatic pressure tank, installation of new removable flood gates, the installation of new heating and ventilation equipment and the construction of new pile supported equipment pads and landings on either side of the headworks structure. In addition, the existing sludge holding tanks will be renovated and placed back in service. These renovations will include the installation of an owner supplied pumped mixing system, two new digested sludge pumps, two small odor control systems and the expansion of the building between the sludge holding tanks. The project will also include removal and disposal of biosolids from the primary anaerobic digester and north sludge holding tank and the application of new coating systems to the digester and sludge holding tanks. The existing gravity thickener mechanism will be replaced with a new mechanism and the existing structure will be rehabilitated. A new pile supported CMU building will also be constructed to house the new switchboard, motor control centers and telemetry equipment that will be replacing the existing motor control centers and telemetry equipment that will be demolished in the Operations Building and Headworks Building as part of this project. Modifications to the existing Chlorination/Sludge Pump Building will include the installation of two new waste activated sludge pumps and two non-potable water pumps. Modifications to the Sludge Operations Building will include the installation of two new thickened primary sludge pumps, a sludge grinder, two new hydrocyclones, a new duplex air gap system, two new polymer systems, and a new magnesium hydroxide storage system. Renovations to the Digester Building will include a new roof, new HVAC systems, replacement of the existing digester heating system boiler, and a new hauled sludge transfer pump. The Work shall be substantially complete within 390 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Aberdeen, Washington. Engineer's Estimate $15,500,000 to $16,500,000 The City of Aberdeen expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities in any Proposal. The undersigned agrees that the Owner reserves the right to reject any or all Proposals and to waive any minor irregularities and informalities in any Proposal. The undersigned agrees that the Owner will Award the Contract to the lowest responsible, responsive bidder whose Proposal is in the best interest of the Owner. As required by the Contract, a postal money order, certified check, cashier's check or Proposal bond made payable to the Owner is attached hereto. If this Proposal is accepted and the undersigned fail(s) or refuse(s) to enter into a contract and furnish the required performance bond, labor and material payment bond, special guarantee bonds (if required), required insurance and all other required documentation, the undersigned will forfeit to the Owner an amount equal to five percent of the Proposal amount. The undersigned has reviewed and fully understands the provisions in the Contract regarding liquidated damages and agrees that liquidated damages shall be $1,500.00 per day for each and every working day beyond the Contract Time allowed for substantial completion until the Substantial Completion Date is achieved and $1,500.00 for each and every working day required beyond the Contract Time for physical completion until the Physical Completion Date is achieved. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
