The proposed Work includes Installation of new pedestrian street lights along Waterman Boulevard between Belt Ave and Debalivere Ave. Pedestrian Street Lights, Waterman Blvd. between Belt Ave. and Clara Ave., St. Louis, Missouri Each bid must be accompanied by a Cashier's or Treasurer's Check of a Bank or Trust Company in the City of Saint Louis, payable to the Order of the City Treasurer, or a Surety approved by the Comptroller, for the amount of Deposit required, as heretofore stated. If submitting a paper Bid or Check, an original copy must be submitted to the Board of Public Service. All Work under this contract will be paid for in cash, based on monthly estimates of the Work completed, less a retained amount of five percent (5%). Final payment, including all retained percentages, will be made within ten (10) days after completion of all Work and final acceptance by the City. All labor to be performed under this contract shall be subject to the provisions of Sections 290.210 to 290.340, inclusive of the Revised Statutes of Missouri. Contractors and sub-contractors who sign a contract to work on public works project must provide a 10 - Hour Occupational and Safety and Health Administration (OSHA) construction safety program or similar program approved by the Department of Labor and Industrial Relations to be completed by their on-site employees within 60 days of beginning work on the construction project. Substantial Completion 180 Calendar Days after Notice to Proceed, with procurement activities started within seven (7) Calendar Days after Notice to Proceed and 45 Calendar Days once Work has been started. Liquidated Damages Schedule Related Liquidated Damages: $250.00 per day. Bid Deposit $6,194.48 M/WBE or DBE Goals The Minority Business Enterprise (MBE) and the Women-Owned Business Enterprise (WBE) (together the M/WBE) participation goal for this Letting is 24% MBE participation distributed as follows: 21% African American, 2% Hispanic American, 0.5% Asian American, and 0.5% Native American plus 11% WBE participation. M/WBE participation level is based on the base bid and any alternates accepted. Eligible M/WBE firms must be certified and listed in the City of St. Louis M/WBE Directory as of the bid opening date and listed here electronically. On contracts with an estimated cost of $300,000 or less, a 5% bid discount will be applied to M/WBE Bidders during the evaluation process; the actual contract amount shall not be lowered. Proof of M/WBE project goal attainment shall be submitted at bid opening and documented on the Section 004310 M/WBE Utilization Plan Forms. If the Bidder fails to meet the participation goals, the Bidder must make a Good Faith Effort to meet the participation goals. The right of the Board of Public Service to reject any or all bids is expressly reserved. All requests for interpretation must be submitted no later than the end of the business day, 15 days before the Bid is due. Bid Inquiries received after this time may go answered.
