Introduction/Purpose The County of Ventura (County) invites your organization to submit a written proposal to provide Preventive Maintenance on Heating, Ventilation and Air Conditioning Systems (HVAC) for County of Ventura, General Services Agency (GSA) numerous maintained facilities all located within Ventura County. County intends to contract with a qualified maintenance services company capable of providing a range of preventive maintenance services throughout the County, but generally in the areas of Simi Valley, Thousand Oaks, Camarillo, Oxnard, Ojai and Ventura. The facilities consist of office buildings, libraries, detention centers (Jails), Sheriff's facilities, hospitals, medical clinics and Fire Protection District operations. A list of facilities is provided in Exhibit III and a list of Equipment Maintenance tasks are listed in Exhibit II. It is the County's intention to create a "customized" maintenance program which will satisfy the needs of County within allowable fee limits. The customization of the maintenance program will be based upon the information and pricing provided under this Request for Proposal (RFP). Maintenance services will include the mechanical equipment and systems, control systems whether pneumatic, electric, electronic, or DDC, water treatment, fire protection and fire alarm/life safety systems, for the facilities listed herein. County is seeking to have a full time "Controls Systems Specialist" reporting to County, as part of this Contract, for the purposes of day in and day out management of the various energy management control systems and pneumatic control systems throughout the County. Offerors will be skilled and regularly engaged in the general class or type of work called for in the solicitation documents. Offerors will possess a valid Class C-20 Contractors License during the life of this Contract. Offerors will also have no less than (5) years experience in the magnitude and character of the work proposed. Offerors will formulate and draft the response to this RFP to meet the mission and objectives of the County, namely, to maintain the facilities at the highest possible standard at an acceptable cost, and in compliance with all appropriate life safety and/or environmental requirements. Award will be made on an all-or-none basis. The Successful Offeror will be considered the prime contractor for services specified. Background The County of Ventura's mission is to provide superior public service and support so that all residents have the opportunity to improve their quality of life. This contract supports this mission by ensuring that County facilities provide a conducive business environment by maintaining effective environmentally controlled, code complaint and safe facilities and equipment. Another aim of this contract is to perform effective maintenance to extend and maximize the service life of equipment to allow fiscal resources to be expended on the care of the constituents instead of early replacement of systems due to neglect and lack of care.
