A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Location: Harriman State Office Building Campus, Albany, NY The New York State Office of General Services Design and Construction Group (D&C), on behalf of the New York State Department of Transportation, is seeking Letters of Interest from qualified architectural/engineering firms to provide consulting, design, bid and construction phase services for a new NYS DOT Testing Laboratory Building approximately 95,000 - 140,000 square feet in size located in the northwest quadrant of the Harriman State Office Building Campus, Albany, NY. Term: 5 Years MBE Goal: 15% WBE Goal: 15% SDVOB Goal: 6% Firms are expected to provide high quality architectural/engineering design services for a new NYS DOT Testing Laboratory Building approximately 95,000 - 140,000 square feet in size. Assignments may include but are not limited to the following: o The design of a new testing laboratory building and surrounding site. o Compliance with the latest building code including review of work done by others for compliance with applicable codes. o Application of energy efficient, resilient, and sustainable design in compliance with the initiatives and requirements laid out in New York State Governor's Executive Order 22, the Climate Leadership & Community Protection Act (CLCPA), and the NYS Buy Clean Concrete Guidelines. Application may also require usage of NYStretch Energy Code, Geothermal Networking, Electrification of All Building Systems, Electric Vehicle Charging Stations, and PV Panel Systems. o Services of an Architectural Hardware Consultant (AHC) or Door and Hardware Consultant (DHC): who is a Door and Hardware Institute certified expert in complex architectural openings requiring advanced knowledge of model building codes, the life safety code, fire doors and other opening protectives, ADA requirements, access control knowledge, the application and coordination of finish hardware, and door and hardware installation expertise. o Design and selection of Fixture/Furniture/Equipment throughout the facility. o A requirement for Space Planning, Laboratory, Architectural, Structural, Geotechnical, Mechanical, Electrical, Civil, Site, and Security Design as well as SEQRA and Environmental Permitting, and site survey. Request for Qualifications o Providing accelerated design and construction scheduling along with usage of associated components such as early bid packages and recommendations of fast-tracked construction methods. o Continuing provided Schematic Level Documents to completion of biddable design documents and following through with construction phase services. o Utilizing Revit and providing renderings at submissions. o Value Engineering of project options to remain within budget. o Services to identify outside funding opportunities based on the design and provide technical documentation needed for applications to those funding opportunities. o Services can be provided by the proposed design team including sub-consultants. o Providing bid phase and construction phase support services. Consultants are expected to follow OGS D&C's rigorous procedures and provide documents, specifications, and reports of the highest quality standard. o A Draft Room Data Space Planning Summary Matrix dated October 31, 2023, and Draft Concept Plans dated October 25, 2023 have been provided for reference purposes only.
