Construction of Well No. 172 improvements, including installation of one (1) 100 HP vertical turbine pumping unit (pump intake set at a depth of 160 feet below ground surface) with electric motor; installation of approximately 960 lineal feet (LF) of well pump discharge piping, valves, and appurtenances; installation of and connection to existing below-grade well discharge piping at existing Well No. 153; installation of all associated electrical conduit, wiring, and appurtenances; installation of high-pressure relief and well blowoff piping, valves, and appurtenances; installation of well blowoff piping; installation of sodium hypochlorite feed piping and appurtenances; installation of concrete slab and below-grade piping for District furnished and installed pump water lubrication system panel and booster pump; and all related work. Construction of electrical improvements, including installation of District-furnished Motor Control Center (MCC); District-furnished electrical service transformer; installation of two (2) parallel direct bury cables (approximately 1,000 LF each) for 4160V electrical service; installation of two (2) splices to existing 4160V direct bury cable near Well No. 153; conduit, wiring, and appurtenances for well pumping unit; installation of one (1) light pole, fixture, concrete foundation and associated electrical conduit, wiring, and appurtenances; installation of conduit, wiring, and appurtenances for the sodium hypochlorite injection facility; installation of conduit and wiring for District-furnished and -installed pump water lubrication system panel and booster pump; and all related work, except as otherwise noted in the Special Construction Provisions, herein. In accordance with Federal Code of Regulations, Section 200.321 (Contracting with small and minority businesses, women's business enterprises, and labor surplus area firms.), the Bidder must take all necessary affirmative steps to assure that minority businesses, women's business enterprises, and labor surplus area firms are used when possible. Affirmative steps taken by the Bidder must include: 1) Placing qualified small and minority businesses and women's business enterprises on solicitation lists. 2) Assuring that small and minority businesses, and women's business enterprises are solicited whenever they are potential sources. 3) Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses, and women's business enterprises. 4) Establishing delivery schedules, where the requirement permits, which encourage participation by small and minority businesses, and women's business enterprises. 5) Using the services and assistance, as appropriate, of such organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce. To document the Bidder's good faith effort in taking the above affirmative steps during bidding, the DBE GOOD FAITH EFFORTS VERIFICATION forms (See pages P-19 through P-21) have been included within the bid forms and must be completed by the Bidder and submitted at time of bidding to be eligible for Contract Award. Award of Contract: The District shall award the Contract for the Project to the lowest responsive, responsible bidder, as determined from the base bid alone by the District. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process. If two or more bids are submitted with the same lowest bid amount, District may award the Contract to the bidder it chooses. For further information, contact the Construction Contracts Manager of the District located at 42135 Winchester Road, Temecula, California 92590, (951) 296-6900. Each bid shall be accompanied by cash, a certified or cashier's check, or a Bid Bond secured from a surety company satisfactory to the District. the amount of which shall not be less than ten percent (10%) of the submitted Total Bid Price, made payable to the District as bid security. The bid security shall be provided as a guarantee that within ten (10) calendar days after the District provides the successful bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The bid security will be declared forfeited if the successful Bidder fails to comply within said time. No interest will be paid on funds deposited with District. The bid security must be provided to the District at the District's headquarters at 42135 Winchester Road, Temecula, California 92590 prior to the deadline for receipt of Bids. In addition, a copy of the prevailing rate of per diem wages is available at the District's office of the Construction Contracts Manager and shall be made available to interested parties upon request. The successful bidder shall post a copy of the prevailing wage rates at each job site. It shall be mandatory upon the Bidder to whom the Contract is awarded, and upon any subcontractors, to comply with all Labor Code provisions, which include but are not limited to the payment of not less than the said specified prevailing wage rates to all workers employed by them in the execution of the Contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor's and subcontractors' current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project. Notwithstanding the foregoing, the contractor registration requirements mandated by Labor Code Sections 1725.5 and 1771.1 shall not apply to work performed on a public works project that is exempt pursuant to the small project exemption specified in Labor Code Sections 1725.5 and 1771.1. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this Project, it shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its Bid. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor's license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: Class A.
