The scope of work for the Sewer Manhole Rehabilitation Project (Project) is comprised of the rehabilitation and coating of twelve (12) 48-inch diameter manholes with varying depths from 7-feet to 11-feet, including installation of temporary flow through sewage bypass system, confined space entry, step removal, manhole cleaning, surface preparation, mineral deposit removal, concrete spot repairs, infiltration mitigation, manhole coating and testing, traffic control, and all appurtenant work. The sewer manholes are located within the public right-of-way and in sewer easements that are located on private property. In addition to an encroachment permit a confined space entry permit is required. The Project locations are at the following: W. Cochran Street from Madera Road to W. Cochran Street Terminus; First Street from Catlin Street to Arcane Street; and 5135 E. Los Angeles Avenue, as shown in Appendix C. Coordination with property owners and the City of Simi Valley (City) will be required. The expected completion time of the Project is 60 consecutive calendar days after receipt of Notice to Proceed. The Proposal shall be submitted and the work shall be performed by a State of California Class A licensed contractor in strict conformance with Specification No. SV 23-33, and now on file in the City's Department of Public Works and the Office of the City Clerk. The City reserves the right to retain all proposals for a period of 60 days after the bid opening date for examination and comparison and to delete any portion of the work from the Contract. The City reserves the right to determine and waive nonsubstantial irregularities in any proposal, to reject any or all proposals, to reject one part of a proposal and accept the other. The bid shall be balanced so that each bid item is priced to carry its share of the cost of the work and also its share of the contractor's overhead and profit. The City reserves the right to delete any bid item to the extent that the bid is qualified by specific limitation. An unbalanced bid shall be considered as grounds for rejecting the entire bid. The City further reserves the right to make award to the lowest responsive and responsible bidder as the interest of the City may require.
