Request for Qualifications Owners Representative for West Plains Park & Plantes Ferry Sport Complex, Phase 1 Improvements Purpose of This Request for Qualifications (RFQ) is for a Professional Project Management Consultant to Direct and Coordinate All Activities, Including Management of Permitting, Architectural, Specialty Consultants, and Construction Contracts for the Construction of Phase 1 of a New West Plains Park at 9817 W Melville Rd, Cheney, WA 99224, as Well as the Plante's Ferry Sports Complex, Phase 1 Improvements, 12320 E Upriver Dr, Spokane, WA, 99216. The method of Contractor Selection has not been Determined at this time. The West Plains Park & Plante's Ferry Sports Complex, Phase 1 Improvement Projects Are Being Funded by A Single American Rescue Plan (Arp) Grant Award; and Per the Arp Fund Agreement, Construction Must Be Under Contract in 2024. Proposed Improvements at the West Plains Park Include Parking, Paved Walkways, Plaza, Restrooms, Utility Connections, Picnic Shelters, Playground Equipment, Basketball Court, Pickleball Courts, Natural Drainages, Native Plantings, Playfields and Fencing. Proposed Improvements for Plante's Ferry Phase 1 Include Parking, Three Synthetic Turf Soccer Fields, Field Lighting, Revised Utility Connections for an Existing Restroom, And a New Entry Drive Off East Trent Avenue. The County Anticipates Utilizing General Contractor/construction Manager Delivery Method for This Project. Additionally, Minority and Women Owned Business Enterprises Are Encouraged to Submit Bids in Response to This Invitation. Questions Regarding The Bid Process Shall Be Submitted via electronically, Spokane County Purchasing Will Respond to Questions via electronically, Thus Providing All Questions and Answers to All Prospective Bidders.
