The Town of Atlantic Beach (Town) is soliciting proposals from engineering firms to provide a Pavement Condition Survey (PCS) and a Pavement Management System (PMS) Application which has the ability to expand to other assets and directly link to the Town's GIS. The Town-maintained road system consists of approximately 18 centerline miles of paved roads. The method of Contractor Selection has not been Determined at this time. 1. Pavement Condition Survey (PCS) a. A visual evaluation of the Town'sroad system for asphalt roadways is required. The information gathered will include physical characteristics and pavement distress types. This survey will be conducted at break points established by road centerlines. A shapefile will be provided by the Town which contains all the necessary inventory data. b. The PCS shall be performed in accordance with Publication No. FHWA-RD-03-031, Distress Identification Manual for the Long-Term Pavement Performance Program (LTPP) - (Fourth Revised Edition), June 2003 utilizing the following distresses: i. Fatigue Cracking ii. Transverse Cracking iii. Block Cracking iv. Defective Patching and Potholes v. Surface Defects vi. Rutting & Roughness vii. Reflective Cracking c. Road Classification - With the assistance of Town staff, the roads will be classified as either Low Volume (A) or High Volume (B). The Town will not consider automated data collection techniques including artificial intelligence (AI). 2. PCS Deliverables a. Information provided to the Town by the PCS and Management System includes: o An updated basic inventory of bituminous paved streets with length, width, number of lanes, curb present, curb type, and marking condition. o Pavement distresses, by type, severity, and extent, along with the PCIs for each street segment. o Recommended primary repair activities and anticipated repair costs. o Digital copies of all data, reports, and charts. o PDF version of the Pavement Management Report containing the survey findings. This report will provide summary tables containing recommended maintenance activities and opinions of probable construction costs by activity based on unit maintenance costs. o PDF version of the street listings that includes field inventory data, distress ratings, estimated repair function, and cost data for each road segment. These listings are arranged alphabetically and by PCI (lowest to highest). o A PowerPoint presentation of the PCS findings. o A digital copy of the final GIS geodatabase in ESRI compatible format containing pavement condition inventory data, PCIs, recommended repair activities, cost information for the Town's records, and the scenario work plans. b. PCS Deliverables due 60 days after award of the contract.
