The on-call consultant provides additional staffing resources for projects the Town does not have time or expertise to complete. The Town is preparing for the increasing development impacts from the growth in the Denver metro area and has several hundred acres of undeveloped residential property as well as thousands of acres of industrial and commercial-zoned property. Additionally, BNSF has been developing plans for a very large rail development that we believe will also impact the Towns development review potential and capacity. The objective of this RFP is to reduce the time required to review and approve applications for land development projects. One or more firms (a.k.a. vendors) may be selected to provide review services to the Town on an on-call and as-needed basis. Upon evaluation of the proposal, the successful vendor must be prepared to demonstrate their qualifications by submitting evidence to the Town such as a fee schedule, previous experience, authority to conduct business in the jurisdiction where the service is located, and other requirements as may be specified in the contract documents. Prompt review of application submittals by the reviewing firm is necessary to meet timeframe commitments the Town has with the project Applicant. A two to three-week review timeframe (depending on the application type) for regular application submittals and a one-week review timeframe for review of expedited application submittals is necessary in order to meet the Towns review period commitments. All reviews must be performed by or under the direct supervision of an AICP Certified Planner. *The Town reserves the right to reject any or all responses, to waive any informality in a response, and/or to accept those responses that are in the best interest of the Town.
