The South Tahoe Public Utility District (District) is seeking proposals from qualified engineering, planning, and architectural firms to provide specialized facility master planning services for its Wastewater Treatment Plant shop facilities (Lower Shops) outlying Fountain Avenue Shop (Fountain Shop), and Boneyard (corporation yard) to develop a phased facilities plan that supports the District's field and support crews that provides for a safe work environment while meeting the immediate and anticipated needs of the District over the next 40 to 100 years. Solutions under consideration will include rehabilitation, repurposing and/or replacement of existing facilities, and must allow the District to maintain its operations while the upgrades occur. The master planning process will be deeply collaborative with District Staff and is expected to involve members of the District's Engineering and Operations divisions, as well as other departments. To familiarize consultants with the facilities to be evaluated, and to support the consultant's preparation of their Technical Proposal, the District will be hosting site tours identified in Section 7, Proposal Schedule and Project Milestones. Tours are mandatory, and must be scheduled at least one week in advance on a first-come, first-served basis depending on the availability of District Staff. Site visits are limited to one consulting firm (or team) at any one time and last one (1) hour in duration. Questions asked during the site visits may be documented and responses posted to for all interested consultants to review. The Technical Proposal and Cost Proposal must be submitted separately. The Cost Proposal shall include the cost to be charged to the District by task and total proposed project cost on a time and materials basis. The cost proposal shall identify hourly labor rates and expenses including travel. Cost proposals will not be opened until after each firm's response has been reviewed and ranked and the firm deemed most qualified has been selected. Only the cost proposal for the selected firm will be opened and will form the basis for negotiations for the contract.
