The North Dakota Department of Transportation (NDDOT) is requesting the services of a qualified consulting firm to develop a comprehensive Traffic Monitoring Strategic Plan (TMSP) to guide modernization of all aspects of NDDOT's traffic data collection program. NDDOT intends to execute one cost plus fixed fee contract requiring progress payments with the chosen firm. NDDOT reserves the right to assign work in phases. If any additional work is required in alignment with this outlined scope of work, a change order or contract amendment will be utilized. If the selected vendor builds any specifications under this procurement, they will be excluded from State consideration for any future Traffic Monitoring Solution based on those specifications. Prior to Contract Signing Contract executed approximately 03.27.2024 Contract start approximately 03.28.2024 3.0 Scope of Work The State is Soliciting Proposals to Procure a Consulting Firm to Develop a Comprehensive Traffic Monitoring Strategic Plan (Tmsp), Including a Long-term Vision for the Multi-modal Traffic Data Services Provided and the Recommended Tasks/projects (With Planning-level Cost and Resource Estimates) Necessary to Achieve That Vision. the Tasks/projects Documented May Not Completely Achieve the Full Long-term Vision. However, the Plan Will Describe the Progress Those Tasks/projects Would Make Toward That Vision, if Implemented. The Plan Should Be Multimodal in Nature, Gathering Data on the Movement of People and Goods, Regardless of the Surface Transportation Mode and the Interface Between Modes. the Plan is Primarily Focused on the State Owned and Operated Transportation System. However, the Plan Should Also Consider Traffic Off the State System to Ensure an Integrated Transportation System. 3.1 the Tmsp Will Include the Following: o Establish an Understanding of What the Customers, Partners, and Stakeholders Care About in Terms of Traffic Data Collection; O It is Anticipated That a Detailed Level of Information/data Gathering May Be Necessary to More Fully Understand Customer, Partner, and Stakeholder Expectations in Relation to Traffic Data Collected on the Transportation System. o a Current Summary of Work Products Fed/supported/produced by the Dot Might Help Frame Up Later Discussion; Determine What Data is of High Priority and What Can Be Discarded. o a Summary of Current Data Resources/equipment Available to the Dot Nationally Would Help the State in Its Decision Making. o the Tmsp Will Review Federal Reporting Requirements and Performance Measures to Ensure State Compliance. During the Life of the Plan, the Consultant Should Review Pending Federal Requirements to Ensure Data Compliance. o an Implementation Plan Should Be Developed as Part of the Scope of Work (in Short/medium/long Term Goals and Cost if Needed During the Gap Analysis) 3.1.1 an Evaluation of Existing Traffic Data Gathering and Management Document an Overview of the Nddot Planning/asset Management, Traffic Data Section's and Roadway Information Section's Processes, Tools, and Equipment Related to Traffic Data Collection and Reporting. as Part of This Section's Development the Plan Will Review Current Nddot Products (See Document List in the "documents Which..." Section, Below), as Well as: o Regulatory Documents: O Federal Reporting Requirements and Performance Measures O Any Pending Federal Rule Changes That May Impact Traffic Data Needs o Nddot Current Publications (Any or All May Change Format and Content With the Implementation of Ms2). This Section of the Plan Will Also Contain a Diagram, Flowchart, or Other Summary Chart of the Existing Data and How Those Are Used. This Deliverable Will Be Expected Early in the Process.
