The Work generally consists of: Renovating the roofs at both the Curbside Cafe and Public Works Building-C. This includes removal of existing roofing materials and gutters, replacing decking material as required, installing Garland Company roofing to the deck, parapets and sidewalls as required. New gutters and downspouts to be installed. See Appendix-A for specifications. Roofing materials from Garland Company will be purchased by the City of Vista. The Work to be constructed is located on: Curbside Café, 307 Main St, and PW BLDG-C, 1165 E. Taylor St in the City of Vista, California. Question Submission Deadline: November 8, 2023, 4:00pm All questions must be submitted through the City's Electronic Bidding System by the deadline listed in the City's Electronic Bidding System, or if no deadline is listed, at least five (5) Working Days prior to the date fixed for opening of bids. The Engineer's Opinion of Probable Construction Cost for this Project is One Hundred Thirty Five Thousand Dollars ($135,000) for the base bid items. All Work shall be completed in every detail to the satisfaction of the Agency within SIXTY (60) WORKING DAYS after the date of the NOTICE TO PROCEED. Bid Security Form (with bid bond, cash, certified check or cashier's check included) Each bidder shall submit with his bid an unconditional certified or cashier's check drawn on a solvent state or national bank, or a bidder's bond with a responsible corporate surety, on the form attached hereto, subject to the provisions for "Bonds" herein. Unless otherwise stated in the Contract Documents, said bid security or bidder's bond shall be in a sum at least ten percent (10%) of the total base bid amount, and shall be made payable to the Agency as a guaranty that the bidder will, if an award is made, in accordance with the terms of his bid, promptly execute a Contract in the required form, secure payment of Workmen's Compensation, and furnish satisfactory Performance Bond, Payment Bond, and certificates of insurance, and endorsements within ten (10) Working Days following the posting of the Notice of Intent to Award a contract. The Agency, in its sole discretion, reserves the right to reject any or all bids, and to waive any informalities or minor irregularities in the Bids, unless waiving such irregularity would give a competitive advantage to a Bidder. The Agency will evaluate the bids based on the total amount of the Base Bid Items, and will not include the Alternate Bid Item(s) in determining the lowest responsible bidder. The Agency reserves the right to award the Contract on the Base Bid Items, and with or without any or all of the Alternate Bid Item(s). The Agency reserves the right to adjust the quantity of the Alternate Bid Item(s) after the award of contract. n accordance with the provisions of the California Public Contract Code Section 3300, the Agency has determined that the Contractor shall be required to possess a valid California Class C39, Roofing Contractor, License at the time that the Contract is awarded, and shall maintain said license(s) in good standing at all times during performance of the Work.
