For the Delco Lead, Storage and Inspection Facility and County Yard Improvements GC.02 located in New Brunswick, New Jersey. The Bidder must upload its bid prior to the hour specified so that it is included in the project download. Late bids cannot be accepted. This is the only way to submit a bid for this project; paper bids will not be accepted. Award will be made to the responsible Bidder whose Bid, conforming to the IFB, is lowest in price. The work under this IFB generally consists of, but is not limited to, 3.20 miles of rail and catenary construction in an area adjacent to the Northeast Corridor called the Delco Lead and another 1.27 miles containing a new electrified rail yard with five 2,200-foot-long storage and inspection tracks along with a 1,250-foot-long Service and Inspection facility building called County Yard. All work must be in strict conformance with the drawings and technical specifications provided in the Bid Documents. To subscribe, follow instructions on the website. In order to submit a bid, NJ TRANSIT recommends that Bidders apply for a digital ID at least seven (7) business days prior to the Bid Due Date. All Bidders must be prequalified by NJ TRANSIT for the character and amount of work that is equal to or greater than their Bid amount. Bidders are required to be prequalified with a classification of "HR" (Heavy Construction-Rail (Operating Railroad Environment)) as a "GC" (General Contractor) and a minimum rating of "R" over $25,000,000. Prequalification questionnaires are available for download from Electronically. Contractors are advised that a NJ TRANSIT escort is necessary to enter and while present on non-public areas of NJ TRANSIT property. Contractors must bring and wear their own personal protective equipment including hard hats, reflective vests and hard toed shoes/boots in order to go on the site visit. Any Contractor who fails to bring and wear the required personal protective equipment will be denied access to walk through the site visit. Unauthorized/unescorted entry onto the railroad right-of-way is strictly prohibited Bidders are advised that attendance at both the pre-bid conference and site visit is strongly recommended. This project is subject to the requirements of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.). Contractors and subcontractors must also comply with the State of New Jersey Division of Revenue and Enterprise Services Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity and Affirmative Action rules and regulations. Disadvantaged Business Enterprises, in accordance with U.S. Department of Transportation (DOT) regulations, 49 C.F.R. Part 26, shall have the maximum opportunity to participate in the performance of this project. A twelve percent (12%) Race Conscious DBE goal has been assigned to this project. In accordance with N.J.S.A. 27:25-11(b)(3) and N.J.A.C. 16:72-2.2, bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their bids.
