The intent of this Request for Proposals (RFP) is to obtain the services of licensed qualified professionals for the design of the replacement of the existing Town docks, sea wall, the design of the expansion of the dock area, and finally the design of shoreline stabilization measures and Vegetated Riparian Buffer Zones The Town seeks a fixed fee for all professional services including but not limited to Civil Engineering, Landscape Architect, Structural Engineering and other related disciplines. The proposed project consists of removal of the existing failing wooden retaining wall (seawall) in the boat dock area that the boat docks are connected to, and install new boat dock and boat dock anchorage system. The plan is also to increase the existing 57 boat dock footprint to approximately 70 dock spaces that are connected to the shore via singular bulkheads. The removal of the sea wall will allow the Town to use a softer shore line stabilization system consisting of a stone armored shoreline system for protection and stabilization of that area plus interconnect these improvements with Vegetated Riparian Buffer Zones. In addition, it is anticipated that a walkway consisting of a hard surface will be also constructed to provide access to the dock bulkheads from the access points in the parking lots to the docks. In order to design the extent of the build out for the expansion of the boat dock project for the Town, the east side of the lake has to be surveyed to determine the existing boat docks that are present in order to determine the available area for the build out and also comply with FirstLight Regulations of not exceeding the use of one third the available width from these private docks and the Town's shoreline. Electronic transmittal of responses either through fax or email will not be accepted. All questions regarding this RFP shall be directed to the First Selectman Office, Mallory Town Hall, Town of Sherman, Care of Ruth Byrnes, Administrative Assistant, Town of Sherman Town Hall, 9 RT 39 North, Sherman, CT. 06784, rbyrnes@townofshermanct.org, 860-355-1139 and must be submitted prior to October 23, 2023 by 10 am via email. Any addendum issued will be posted on the Town's electronically and it's the responsibility of the proposer to look for the addendums and also provide an acknowledgement in their proposal that they have read the addendum and responded appropriately. November 24, 2023: Notice to Proceed February 15, 2024: Submit 90 percent design drawings to FirstLight for endorsement to submit to FERC for approvals February 29, 2024: Completion of design for submittal to Town's regulatory commissions, FirstLight and FERC. The Town's Wetlands Commission would prefer that an application be submitted to them and have them provide approval with conditions before sending the plans to FirstLight for approval. The Town will require strict adherence to the schedule to meet critical milestones. This project can only be constructed in the off season so completing the design documents and securing approvals is critical. The Proposer shall provide the required deliverables based on the schedule listed above.
