The City of Groton, Department of Utilities, is requesting a formal proposal for "Removal and Transportation of Aluminum Based Drinking Water Residuals with the Option for Beneficial Reuse" in accordance with the following specifications and information. This Request for Proposals (RFP) is being issued to solicit proposals from qualified respondents willing to provide removal and transportation of aluminum based drinking water residuals, or, at the option of the respondent, transportation and beneficial reuse of aluminum based drinking water residuals. The drinking water residuals are generated from City of Groton - Department of Utilities - Water Treatment Plant located at 1268 Poquonnock Rd, Groton, CT 06340. The defined terms in the General Conditions shall apply to all contract documents. Addenda, if issued, will be sent by certified mail or emailed, return receipt requested, no later than five (5) calendar days pr4 to the date fixed for opening of bids. Bid modifications and withdrawal are allowed up to the time of bid opening. Addenda to bid documents may be issued up to five days prior to bid opening and will be issued to all plan holders in writing. Contractors interested in submitting a bid for the above-described work must submit their bid on a prescribed Bid Form, provided for this purpose with the Specifications. All blank spaces shall be filled in, in ink or typewritten. Contracts will be compared and awarded on the basis of (1) the lowest, responsible, responsive and qualified bidder, (2) the experience and past performance of the Contractor. The City of Groton Utilities Commission reserves the right to accept any bid or to reject any or all bids should the Commission deem it to be in the public interest to do so, or to delete or reduce the scope of any work in order to bring the cost within available funds. All prospective bidders shall take note that the City of Groton - Department of Utilities is exempt from the payment of State of Connecticut sales tax. Sealed Bids will be received at the office of the Department of Utilities Operations Building, 1240 Poquonnock Road, Groton, Connecticut 06340 at which place and time said bids will be publicly opened and read aloud. Proposals received after that date and time will not be considered. City of Groton - Department of Utilities reserves the right to accept or reject any or all proposals and to waive irregularities and/or informalities in any proposal and to make an award in any manner consistent with law and deemed to be in the best interest of the City. Questions: Up to and including November 21st, 2023, City of Groton - Department of Utilities will accept written comments from prospective respondents requesting explanations of proposal documents. Comments regarding the proposal shall be directed to Kelsey Odell, Project Manager, at odellkgrotonutilities.com or 860-629-7007. Written requests shall be sent to City of Groton - Department of Utilities, 295 Meridian St, Groton, CT 06340 addressed to the attention of Kelsey Odell, Project Manager. if explanations are to be provided, a written reply shall be made in the form of an addendum, a copy of which will be forwarded to each prospective respondent known to City of Groton -Department of Utilities. Prospective respondents MUST notify City of Groton - Department of Utilities in writing of their desire to be placed on the mailing list to receive a copy of any written explanations or addenda. Any verbal statements regarding same by any person prior to the award are unauthorized and shall be of no effect and not binding on City of Groton - Department of Utilities. Addenda issued to prospective respondents prior to date of receipt of proposals shall become a part of the contract documents, and all proposals shall include the work described in the addenda. No inquiry received after November 21st, 2023 will be given consideration.
