Sanitary Connection and Septic Tank Abandonment Questions regarding this solicitation shall be addressed to Mike Kelter, PE, (904) 338-4284. Bidders must submit with the Bid documentation that they have constructed similar type work during the past five years with references and they have as part oftheir team licensed plumbing and electrical contractors. The Town shall have the right to reject any or all bids in the Town's best interest. Questions regarding this solicitation shall be addressed to Mike Kelter, PE, (904) 338-4284. Envelopes must be clearly marked with the project title, time and date of bid opening. If mailed, bids must be addressed to Town Clerk at the above address. Bids must be submitted in the format as outlined in the specifications. The award ofthis bid will result in a contractto make domestic and commercial sanitary system improvements on privately-owned properties at up to 48 separate locations in the Town of Orange Park, which will enable the Town to assist homeowners to abandon septic tanks at these locations. This project is funded through a combination of grants with St. Johns River Water Management District, Florida Department of Environmental Protection, and the Town of Orange Park Utility Department. The scope of work includes construction small force mains, valves, check valves, direction drilling, installation of grinder pumping stations, related modifications to the electrical systems on the properties, and pumping/abandonment of existing septic tanks. Connections will be made in the Town rights-of-way are points previously constructed during Phase 1 ofthis project. This section describes the project and the work to be performed under this Contract. Detailed requirements and extent of work are stated in applicable Specification sections and shown on the Drawings. It is the intent of this section to give the Contractor direction of the extent of the project. However, it shall be the responsibility of the Contractor to include all the minor work that might have not been included in the summary of work and are listed or implied in the contract drawings and specifications. B ORGANIZATION AND INTERPRETATION OF CONTRACT DOCUMENTS: 1. Specifications and Drawings included in these Contract Documents establish the performance, quality requirements, location and general arrangement of materials and equipment, and establish the minimum standards for quality of workmanship and appearance. 2. Specification sections have not been divided into groups for work of subcontractors or various trades. Should there be questions concerning the applicability or interpretation of a particular section or part of a section or drawing, direct questions to the ENGINEER. 3. Piping work shown on the Drawings is intended to be depictive and may not be an exact and complete representation of the actual finished work. Include fittings, joints, supports, nuts, bolts, And other accessories required to provide complete and satisfactory piping systems, as specified, even though some items may not be specifically shown on the Drawings. 4. A part of the work that is necessary or required to make each installation satisfactory and operable for its intended purpose, even though it is not specifically included in the Specifications or on the Drawings, shall be performed as incidental work as if it were described in the Specifications and shown on the Drawings. C DESCRIPTION OF CONTRACT WORK: Contractor shall complete all Work as specified or indicated in the Contract Documents. Work shall consist of providing maintenance of traffic; removing concrete curb and gutter and asphalt paving; abandoning and replacing existing water main; and patching asphalt surface. All lump sum items shall include costs of mobilization, demobilization; protecting; cleaning; provision and installation of new equipment and warranties; bonds, insurance and all costs of labor, equipment, materials and appurtenances. The major work elements for filter installation and modifying this plant include, but are not limited to, the following:. BASE BID: SEPTIC TO SEWER PHASE 2 PROJECT a Provide and execute Local Maintenance of Traffic b Provide coordination with Property Owners and occupants prior to and during work operations. c Provide for dewatering as required. d Install electrical connections and gear as specified e Install Fiberglass wetwells, controllers, and grinder pumps f Connect controllers and pump systems to electrical connections g Construct effluent force main pipe from wetwells to previously constructed connection points in the Town right-of-way h Directional drill HDPE force mains where specified in the drawings including plug valves above and below the flow lines i Compact all open cuts j Mark up plans with actual locations of pipe runs with location ties for purposes of Record Drawings k Install additional 2-inch check valves and plug valves as directed by the Engineer. l Flow test pump stations and document results (Town Staff or Engineer must be present) m Record pump serial number and submit to the ENGINEER. n Disconnect sanitary connection to septic tank and connect to wetwell. PUMPING SYSTEM MUST BE IN OPERATION PRIOR TO INTERRUPTION OF SERVICE. INTERRUPTION OF SERVICE NOT TO EXCEED FOUR HOURS WITHOUT APPROVAL OF LANDOWNER OR OCCUPANT. o Remove cover from Septic Tank, pump down, wash, and knock-out bottom from Septic Tank. Fill tank with clean A2 Sand. PROCESS OF ABANDONMENTMUST BE OBSERVED AND DOCUMENTED BY ENGINEER OR TOWN STAFF. p Sod disturbed areas and restore plantings as necessary q Repair concrete and disturbed unpaved driveways as necessary r Submit Marked-up drawings to engineer for Record Drawings s Provide 1-year Contractor Maintenance warranty
