The selected consultant must provide all professional engineering services needed to design and prepare final drawings and specifications, administer bids, and administer construction of a new water treatment plant as outlined below, and as otherwise noted within the remainder of this RFP. The City of Monticello proposes to construct a new 10 million gallon per day (MGD) iron and manganese Water Treatment Plant (WTP). The construction of this facility also requires the extension of raw watermains as identified in the feasibility study. In 2020, the City has completed a Feasibility Study for the purpose of selecting the preferred WTP site, developing WTP project including the selection of treatment processes, developing floor and site plans, and preparing preliminary cost estimates. The improvements will also include a new telemetry system to communicate with an existing telemetry system serving other City facilities. The City anticipates selection of a firm will be completed by November 27, 2023. Following the notification of the selected firm, the City expects a contract will be executed between both parties following the November 27th meeting of the City Council. The contract term will start after City Council approval and is expected to end with warranty inspection 2 years after construction completion and acceptance. A bid date for this project is scheduled for Spring of 2025 with construction expected to start summer/fall of 2025 and to be complete by FALL of 2027. Submission of a proposal indicates acceptance by the firm of the conditions contained in this request for proposals, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the City and the firm selected.
