Sequence of work: The proposed Lift Station 7 and force main must be accepted by the Owner and in service before the existing lift station and associated equipment is demolished. Site and Security: Contractor Responsible for maintaining secure job site. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Due to the specialized nature of the construction, the experience and qualifications of Contractors will be evaluated by the Owner and Engineer prior to the opening of the Bids. Prequalification of Bidders is required. This Pre-Qualification Submittal Package must be received no later than 5:00 p.m. on Thursday, November 02, 2023 electronically by Jon Aldridge at Decatur Utilities, jaldridge@decaturutilities.co m and Billy Strobel, bstrobel@decaturutilities.com. The Owner and Engineer will review and notify if approved or disapproved no later than 5:00 p.m. on Thursday, November 09, 2023. Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Decatur Utilities. The successful bidder must furnish a performance, payment, and maintenance bond upon theform provided in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Alabama to act as surety, or other surety or sureties acceptable to the Owner. All Contractors must provide certification of compliance with the E-Verify program per Alabama Act 2012-491. Bids must remain in effect for 90days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
