The City of Pasadena ("City") is soliciting proposals from qualified and experienced organizations interested in providing project management services low to moderate income residents of single-family owner-occupied housing located in the City of Pasadena. Funding is expected to be available under the HOME Investment Partnership Act (HOME), a federal entitlement program administered by the United States Department of Housing and Urban Development (HUD). The City of Pasadena is an ethnically diverse community that is home to approximately 142,017 people. Pasadena is the ninth-largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre. The median age of its residents is approximately 36.9 years. There are over 100,000 jobs in a wide variety of industries in the City of Pasadena. The City of Pasadena is located in the heart of the San Gabriel Valley, just 15 minutes north of downtown Los Angeles. The City is nestled at the base of the San Gabriel Mountains and is home to approximately 145,000 residents. Mention the City of Pasadena and most people are reminded of the Tournament of Roses Parade and the Rose Bowl. However, the City also has a history of corporate and academic pursuits with NASA's Jet Propulsion Laboratory, the California Institute of Technology and Art Center College of Design. The City of Pasadena is also well known for an exceptionally high quality of life for its residents and the diversity of neighborhoods that comprise the City as a whole. It is the goal of the City of Pasadena to preserve and improve the established residential neighborhoods and to protect the established character, quality and identity of the neighborhoods. This goal is to be achieved by maintaining and improving the quality of the existing housing stock and our neighborhoods. It is recognized that low-moderate income single-family homeowners have fewer resources to maintain their residences. The City of Pasadena, through its HOME entitlement, will provide 20-years loans up to $100,000 at 1% simple interest with deferred payments to single-family homeowners for necessary repairs and rehabilitation to enhance livability and maintenance of their home. The home rehabilitation projects will enable owners to make critical repairs with a priority on health and safety code violations above all according to HOME regulations. The City will make available at least $300,000 annually for single-family rehab loans to assist 3-4 homeowners. The City will oversee homeowner eligibility and loan underwriting. The selected vendor is expected to 1) maintain client files; 2) determine scope of work; 3) finalize designs; 4) obtain permits; 5) perform or contract out construction; 6) supervise and monitor rehabilitation work; 7) request payments from the City for services rendered; and 8) close out projects.
