The City Council of the City of Freeport (the City) is requesting qualifications from firms or individuals licensed to practice in the State of Florida for professional engineering and consulting services to design the upgrade for the existing WWTP from 1.5 MGD to 2.0 MGD that will assist with meeting demands from development that is ongoing within the City of Freeport Sewer Franchise boundaries. All technical questions regarding this Request should be directed in writing; preferably by email to the City Manager no later than August 10, 2023 by 12:00 noon local time. The City reserves the right to accept or reject any statement of qualification as may be deemed necessary by the City to be in its best interest. The method of Contractor Selection has not been Determined at this time. The intent of this solicitation is to acquire an engineering firm or team that can complete the design and permitting for the new WWTP Expansion Upgrade to 2.0 MGD. The funding for the project from a combination of USDA funds and City of Freeport Funds. Please refer to the PER for additional details regarding funding for the project. The services sought may include, but are not limited to: o Civil Engineering Services (Process design, hydraulic design, DEP Permitting) o Survey Services (Boundary and Topographic) o Environmental Engineering & Permitting Services o Geotechnical Engineering Services o Services related to Stormwater design for the WWTP Expansion. The resulting "Engineering Contract" shall provide for issuance of an individual contract for the specific purpose of the WWTP Expansion and Upgrade to 2.0 MGD design, permitting, and production of final construction plans with specifications.
